With the further deepening of education reform in every country inthe21st century, the experience of the world education reform anddevelopment has shown that the success or failure of education reformoften depends on the way of thinking and teaching of the teachers. TheTibet’s Higher Normal Education due to the political environment,natural environment, human resources situation and other factors, thereare significant differences between the eastern and central regions, onlyby making education strategies according to each region’s actualdevelopment situation, the Higher Normal Education in Tibet candevelops healthily. By means of the data of Tibet Higher NormalEducation student satisfaction, and a summary of the relevant literature tograsp the current situation in Tibet and Higher Normal Educationcurriculum and teacher issues and other aspects of the structure,using the“SWOT” situation analysis, in order to find out Tibet’s developmentstrategy for the three teachers training education units, then put forwardreasonable suggestions, and promote balanced development of theeducation in our country.Research the current situation and causes of area Higher NormalEducation development, find out the special rule, in order to promote thehealthy development for first. Higher Normal Education in Tibet should continue to carry forward “The old Tibetan spiritual” in the future.Seeking truth from facts, stick to being based on the Tibet, Serve Tibet, atthe same time make full use of two resources inside and outside of theTibet advantage resources, make best use of advantages and bypass thedisadvantages, explore the feasible reform path. Gradually formed theTibetan regional characteristic, conforms to the contemporary educationof Higher Normal Education in the new system, to promote the healthydevelopment of the it in Tibet, fostering more new type teachers suitablefor Tibet, which is “reliable, valuable, and retainable”.This Paper has six parts. First, introduce the research backgroundand both of the purpose and significance of the study, and then tosummarize of higher normal education of Tibet.Second, for defining thecore concept. Third,research mentality and mainly search method.Forth,gave the investigation and analysis of Tibet higher normal educationpresent situation.Fifth, the problems existing in the higher normaleducation in Tibet, Analyses the main reasons of higher normal educationin Tibet problems. Sixth, using the way of “SWOT”, in order to analyzeboth of strengths and weaknesses, then both opportunities and threats,between each other. Try to find the healthy development tactics, then givesome suggestions.
