The realization of modernization of education basicliy, is the important party of building a moderately prosperous society in 2020 which determined by the party and the state. To achieve the modernization of Tibet’s modern higher education has an important means, which as an important part of higher education,. Since the establishment of the Higher Education since the public school and Tibet kicked off enormous changes over the years in Tibet Higher Education, made a series of achievements. But because of its late start, with a special geographical environment, a strong religious beliefs, relatively less developed economic impact and other factors, the process of modern higher education in Tibet has been some constraints. Establish an evaluation index system of higher education in line with Tibetan characteristics contribute objectively and appropriately evaluate the development of Tibet’s modernization process, at the same time through the assessment, management and testing, the future of higher education,accelerate the development of modern scientific education in Tibet.Based on the available educational theory, modernization of education, higher education and modern education in Tibet, and many other materials on, trying to build Tibet’s Modernization Index System of Higher Education. Combined with relevant experience of other regions, the establishment of the Tibet Modernization Index System of Higher Education in the grasp of the general principle, adhere to the scientific feasibility of principles, but also taking into account the principle of specialty development of higher education in line with the times and so on, Tibet’s economic and social development.This study mainly uses empirical research method, we get the preliminary evaluation indexes of higher education modernization in Tibet from the literature review and depth interview, then through the procedures of colleting, merging and condensing, we get a questionnaire, and then statistically analyze.115 copies of questionnaires from Tibet university, finally we determine three levels of index system of higher education modernization in Tibet,containing 7 evaluation projects,14 evaluation elements and 39 evaluation points, And further list the representative and typical evaluation content of evaluation points (main observation points). The last chapter explain the index syetem.
