Beijing Long-term Unemployed Workers Re-employment Security Research Questions

Currently, long-term unemployment problem has already become one of the global issues which follow with economic development. In fact, unemployment rate is a crucial criterion to supervise most governments’works around the world. In China, government put significant efforts on reduce unemployment rate, because maintain soundly employment rate plays crucial role in people’s livelihood strategy of China. In2007, the national people’s congress established Law of the People’s Republic of China on Promotion of Employment, which makes employment security become an important part of the legal system of China. More specifically, re-employment security is the core part of the whole Chinese employment security system. Besides, Long-term unemployment labour is a special unemployment group because compare with short-term unemployment labour, long-term unemployment labour has more obvious disadvantages. Hence, put efforts on re-employment security for long-term unemployment labour researches will be helpful to achieve high-quality employment.Long-term unemployment labour in Beijing will be analysed in this master’s thesis. Moreover, based on the current academic achievements on re-employment security and legal and regulation system of employment security, original data that collected from long-term unemployment labour in Chaoyang District, Beijing will be used to analyse the status quo of life quality, re-employment security and existing problems about re-employment security for long-term unemployment labour in Beijing. Furthermore, from Beijing local government point of view, international experiences will be used to provide advises to minimise existing problems in labour market, long-term unemployment labour and government itself. Based on the above, this master’s thesis aims to help labour market to create more working opportunities, help long-term unemployment labour to re-build confidence and help government to integrate re-employment security services resources. Therefore, a model will be created to ensure re-employment security can soundly operate. Ideally, this re-employment security model will be able to help long-term unemployment labour to share economic achievements of the whole society and obtain sense of social belonging. As a result, the goal of high-quality employment and sustainable social development would be easier to fulfil.
