Empirical Research On The Risk Management Of Fujian-taiwan Universities’ Cooperation In Running Schools

With the easing of cross-strait relations and the opening of the three direct links,cross-strait educational exchanges and cooperation have been furtherenhanced. As therepresentative province of cross-strait communication and collaboration, Fujian is pr-omoting Fujian-Taiwan Universities’ Cooperation in Running Schools(FTUCRS), which is regarded as an important project of substantive collaboration andhas achieved some achievements. However, the risks of running schools influencedby specific cross-strait political environment, rapid expansion of the schools’scale, alack of experience, all kinds of policy barriers etc. have become a demanding issuethat current school administrators are obliged to solve.This article has put forward two hypotheses for this issue, which are establishedon the basis of traditional risk management theory and the particularity of FTUCRS.Firstly, such risks are an objectively existed phenomenon; secondly, the risks can beeffectively controlled. Two major methods, literature analysis and investigationresearch, were employed to study the risk management of FTUCRS. Through cardingthe literature data and summarizing the current situation of FTUCRS, this articleanalyzed all the risks, and originally classified them into six categories according tothe general theory of risk and risk management as well as the basic risk classificationsin the colleges risk management. Then combining with the research results, empiricalresearches were carried out to testify these six categories. Five-class evaluationmethod was adopted to identify the risks in FTUCRS, and two indexes, riskprobability and risk impact, were used to measure those risks. Finally, by analyzingthe results from the two indexes, the article checked and testified the two hypotheses.At last, from all the analysis and discussion, this article came up with somecorresponding strategies to respond and control those risks.
