The establishment of modern open universities is an important way tomeet diversified learning needs of all people, promote education equity,overcome the drawbacks of the exam-oriented education system and realizeeducation for all-around development. It is also an important measure toconstruct a life-long learning education system, support forming a learningsociety, serve development of the nation and to enhance the capabilities ofnationals. The establishment of Shanghai Open University is a pilot projectundertaking the national comprehensive reform of education, initiated by theOffice of the State Council. Therefore, the accurate positioning and scientificdevelopment of the Shanghai Open University becomes vital. This articleaims to analyze the internal conditions and external environment of ShanghaiOpen University, formulate the development strategies of the university toimprove the efficiency of university decision-making and hence to developthis modern university scientifically.This article adopts the analysis method of strategies management, takesthe study approaches of proposing, analyzing and solving the problems,based on Michael E. Porter’s Competitive Strategy theories. The author usesSWOT analysis, suggests the strategic management ways of Shanghai OpenUniversity and makes general development strategy and basic competitivestrategy of Shanghai Open University. The university takes the Business Strategy combining specialization anddiversification. According to educational needs, it establishes closerelationship with the well-known universities at home and abroad as well asgovernment departments, industries and enterprises, development of effectivecooperation mechanisms, integrates all kinds of quality educational resourcesthrough promotion of the Alliance Strategy of the joint construction and thesharing of learning resources. It also gives full play to the "one network" i.e.Shanghai Lifelong Learning Network,"one center", i.e. ShanghaiEducational Resources Center, and "one bank", i.e. Management Center ofShanghai Academic Credit Bank for Lifelong Education, developing businessmodels to implement the Platform Strategy.According to general strategic policy and objectives of universitydevelopment, the article formulates security measures of strategiesimplementation on seven aspects including adjustment and improvement ofthe organizational structure, enforcement of human resources management,promotion of integration of teaching and ICTs, strengthening of internationalcooperation and exchanges, integration of all kinds of educational resources,strengthening the construction of branch school system and qualitymanagement.
