As a human cultivating practice, education aims to make every social member live to the utmost of their potential. At present, with fairness being accepted as a universal concept, educational fairness becomes an ideal, and gets public attention, with its core rested upon the fairness of educational process, which also begins to catch people’s eyes. The West Region of China is now the focus of our country and society, both because it is the economically and culturally developing area, and because the minority there need improving in their educational situation and social status. Based on the latest educational data collected, this paper focuses on the fairness of educational process. By probing into relevant problems, it also tries to provide correspondent countermeasures.This paper consists of five chapters. Chapter one serves as an introduction, which briefly introduces the origin, significance, purpose, method, object of my research, and the progresses made in and out of China. In Chapter two, the fairness of educational process is generally summarized. Based on former studies, the definition of fairness, and the origin, evolution, content, meaning of educational fairness, and the significance, meaning, and principle of the fairness of educational process are summarized. In Chapter three, the fairness of educational process in Datong county of Qinghai province is described, and is elaborated from four aspects:the teachers, resources, information, and financing. In Chapter four, by analyzing the urban-rural structure, the educational management system, the shortage of educational resource, the natural and social environment, and the influence of superficial view on educational fairness on local fairness of educational process, the reasons for such a distributive pattern are provided. In Chapter five, relevant countermeasures are suggested, including building priority areas for minority education, forming multi-lateral allies, improving teachers’structure, abiding to fair principles.
