Yunnan Minority College Enrollment System Efficiency Evaluation And Policy Adjustments

In order to promote balanced regional educational resources, accelerate theaccumulation of human capital and raise the level of economic development inminority areas, we took care of minority candidates after the reform and opening up,and minority college enrollment system has also been implemented30years anddevelopment. While the existing minority college enrollment system helped a lot ofminority candidates to achieve a college dreams, and improved the level of humanresources in minority areas, but what cannot be ignored is that the current system stillhas many problems, especially in its implementation efficiency caused widespreadconcern in terms of education and academia. Minority college enrollment laggingimplementation of the policy, the policy of non-uniformity of supply and demand,limited coverage policies are important issues to be addressed. How to support rural,remote,poor, and ethnic minority areas, and to narrow difference between regions,between urban and rural digital divide between schools, so that more minoritycandidates get highly educated, and realize the dream of university need educationdepartments and the community’s positive attention and their strength. Therefore, thispaper mainly through economic theory and actual data validation on the existingminority college enrollment system operates efficiency analysis, and on how toimprove efficiency, and complete the improvement of Pareto type deliveriescomments and suggestions.This thesis is divided into six parts:In the first part of this study the reserch results and the development process ofminority college enrollment system will be described and summarized, and a wealthof background knowledge will be accumulated.The second part will use the principles of economics to understand, analyze thecurrent minority college enrollment system on the theoretical and practical, for draw shortcomings of minority college enrollment system efficiency based on the analysisof current theory.The third part will be specific minority college enrollment validity and inclusiveresearch. It will use the questionnaire data on the effectiveness of the system to dobasic descriptive analysis, and on shortcomings of the existing system gives my ownsummary and views.The fourth part will use structural equation modeling (SEM) and AMOS, SPSSstatistical analysis software to make empirical test of minority college enrollmentsystem efficiency, and analyze the impact of the efficiency factor.Fifth and sixth part will give relevant advice and recommendations mainly basedon the results of their own research, and propose innovative and weaknesses of thisthesis, to look forward to other scholars to make more accurate and better research.
