The policy of education nationalities is an important component of our country nationality policy system. The policy of education nationalities is mainly focus on the question of how to strengthen the education for nationalities quality, and how to provide better service for the multi-national area. This object of article's research is the implementation of'Minority Graduate Enrollment Plan'. First of all, from the angle of educational policy analysis, the article elaborated the value choice of the'Minority Graduate Enrollment Plan'. Then, some actual problem of the'Minority Graduate Enrollment Plan', which appears in the policy concrete implementation, also has been discussed. Finally, this article proposed some strategy to solve these problems during the implementation process, in order to avoid presenting deviation.The introduction part of the article introduced the selected topic background and the research significance. Some related theory policy and the practice from the domestic and foreign nations are also introduced. This part focuses on elaborating this article research significance, and introducing this article basic skeleton and the research technique.The second chapter introduces the policy content of the'Minority Graduate Enrollment Plan', including the method for enrollment and matriculation , and cultivating program as well as the innovation comparing with the other national higher education policy.In the third chapter, the author analyzes the valid and fairness of the'Minority Graduate Enrollment Plan'as well as value choice to drive nationality area development in terms of the theory and method of community policy analysis. So it can show the policy implication of'Minority Graduate Enrollment Plan', and provides the reference to analysis about following problems.The fifth chapter puts forward the solutions and the improvement strategies, according to the problems in the implementation process of'Minority Graduate Enrollment Plan'which is based on the discussion above.The conclusion shows that our country's education policy for nationalities should have a mechanism of"policy-making from the top to the bottom, and appraisal process from bottom to top", which will enable the education for nationalities policy to achieve the expected target more comprehensive and effective.
