BackgroundThe urbanization regions are formed in the process of urbanization, the social problems are obvious in these placese:local farmers facing the transformation of "farmers-the residents-the public"; integration of migrant workerscommunity, increasing community feeling of belonging, protection of the environment, social chronic disease prevention and healthy lifestyles formation and so on. According to the experience from abroad and the practical effect of the development of community education in the country is clear:community education in promoting social stability or easing social conflicts and building a harmonious society play an important role.The groups of Women and women’s education is a relatively independent or important groups and systems,.on the one hand, women in the iurbanizations is an important force for social harmony irreplaceable, directly affects the overall quality of the child, family and the harmony in the community; on the other hand, thire gender roles agrees to participate in collective training and activities, thire time is flexible for easy to organize.therefore, the subject hopes through education and guidance for this group get the largest range of radiation community education for promoting social harmony.ObjectivesThe direction is the current situation of the women in the areas of urbanization Community Education, the main line is the external environment and internal implementation of urbanization women in community education.finally to carry out an investigation, to analyze problems and propose a feasible and practical suggestions. Be summarized as follows:(1) Getting a mutual influence and constraints between the development of the external environment and the community education of target population, form the community education external environment research, to identify the problems and analysis strategies(2) Internal energizer:Finding out the methods to investigate the perspective of community education status quo.(3) Establishing Curriculum System can be the direct guidance of community education and trainingMethod1.Literature analysisThis study collected database through the archives, library, website.The literature is divided into (1) the course of development of community education, the theoretical basis about the literature of the foreign community education and women’s education;(2) the domestic community education and women’s education literature, providing a theoretical basis for research and guidance;(3) Luogang community education literature, Luogang District Community Education in the past five years as well as policy-oriented research to provide first-hand information. 2. InterviewIt selected the person in charge of Luogang District Jiezhen Social Services Branch (Xiagang Street, Yong he Street, Luogang Street, Lian he Street, Jiulong Town), and Director of the Luogang community’s neighborhood. Got a basic overview of the Luogang Humanities Community economic and community education development.3. Questionnaire(1) the questionnaire about Guangzhou Luogang District Community Educationwas emailed in58community,then distributed and collected58,got a more comprehensive understanding of the aspects of the Luogang Community education.(2) the Questionnaire Survey about xiagang community education (education of. women)is for understanding community education and training of the population of women in the population structure and the needs of the community education, evaluation, and to attend the community education and training of women, in eight lectures, randomly selected111people for investigatingResult1. Results and findings of the external policy environment(1) Organizational Structure:Establishing community education network in street, town and commune,the organization and management system is not clear terms of reference, lack of supervision and evaluation mechanism, not effective in the organization and management.(2) The Mode of Operation:seting up an community college through the District Education Bureau in cooperation with the private colleges, community college and the street or neighborhood is operating to achieve self-financing in accordance with the market-oriented,it investmenst an inadequate education funds on investment diversification. (3) the Resources Integration:the external infrastructure is fully equipped to meet community education activities, but the utilization and integration is not enough; allocation of human resources,in the streets or community,there is not configured full-time staff, part-time staff is lack of the knowledge and skills of community education, the overall investment is in manpower or material constraints.These factors directly or indirectly lead to beneficiaries limitations for the surface of the Community Education;also the content and form of community education can not meet the needs of the residents.2.Results and findings of the target groups of women(1)Basic situation:with the economic capabilities as well as lifestyle changes, the pursuit of women lifequality, improveing their own quality consciousness are increasing, autonomy and enthusiasm relatively significantly improved. Women’s demand for education is also diversified, specific and clear, focused on the Legal knowledge, Civilization and Etiquette, Health Care, Home Security and Family Financial Needs; related to social harmony, family happiness and personal accomplishment various levels, a significant proportion in Native population and local residents to participate in community education and training, the form of Community Education mostly is the entertainment or group communication training activities.(2) the Limitations in BeneficiaryPopulation and Benefit Coverage:Refer to the training data of the Community College in2012, the summer Harbour Street community education benefit women mainly retired or unemployed at home in the elderly, accounting for74%of the beneficiary population as a whole, of which only older age groups accounted for63%of women in the community education seminars covering population a total of about2,000people, accounting for about4%of the total number of women (about4.7million of the total number of women). At the same time, self-learning awareness and enthusiasm remains need to be inspired.(3) Community Education content, form, and materials are the main constraints affecting for women’s participation in community education. Women participate in community education subsidy incentive payment of10yuan, in fact, lose the incentive effect. The main purpose of women’s participation in community education is entertainment or a wide field of vision and the neighborhood communication, hopeing to meet new friends in order to increase the community feeling of belonging by participating in community education and training.Corresponding countermeasures and suggestions1. Designing the initial construction of the three community education network structure functions improving a basic platform and policies in order to carry out the work. In accordance with the terms of system design principles, in order to effectively monitor the implementation of the work it makes a clear organizational structure of three community education about responsibilities of membership or configuration scientific supervision and evaluation system; also,we can increase investment in human resources or focus on their abilities and skills training to make up for the human lack of resources, it is from the perspective of horizontal, vertical to institutional guarantee.2. Classifying community education resources, making the responsibilities of various departments clear.in accordance with the current management system, the community education resources are divided into four types:clear community education departments, administrative departments, educational institutions and other community resources. In the case of the sector which does not change the system and does not increase respect for the functions of the various departments counterparts in management, promoting the resource orderly, and effective integration by objectives, clear lines of responsibility, the distribution of work. 3. Seting up a community education project management icon,weaken multiple factors by Project Management.In this paper, be proposed to use the scientific Project Management to promote scientific research, theme concept training programs, features the work which are carried out. In accordance with the operation of an project or an fund distribution, the clear indicators tasks are given to the various units, departments. The identification of single project need to integrate social, economic and ecological benefits for ensuring the diversity of the community education, flexible and sustainability.4. Multiple overall funds to ensure the the community education normal operation, On the one hand, according to the same level of economic areas, increases government financial investment,regards the government as the main reference, special investment capita standard of Y5per; On the other hand, expandes funding body, in accordance with the principle of "who benefits who pay the money" the introductes market elements to guiding the street or neighborhood and individuals become the community education investment entities.5. Building a practical, scientific curriculum system, as well as high-quality, diverse faculty. Combined with Cognitive Behavioral Theory and Core Design Principles, based on the actual needs (legal knowledge, civilization and etiquette, health care, security), curriculum system is including31specific training content.from the levels of social, family and individual.Meanwhile, based on experience and literature, designes faculty in the repects of requirements, security, management.6. Constructs various types of women’s learning groups, makes them play the main role in community education. By authorizing some managers and organizers from the body of the women’s studies,it makes the women to bear parts of the functions in active participation or self-control, and gradually play the main role. It can meet their needs of neighborhoods communication and increasing sense of belonging.Conclusion1. The clear system is a prerequisite for the effective functioning of the organizational structure, to carry out an important policy support for the community education woeks.2. Project Management and Counterparts Management has a reference value for resource integration in other similar areas.3. Cognitive-behavioral theory and Core Besign Philosophy can help building a scientific or rational curriculum system.4. With the various types of learning groups,to enhance the residents’ sense of community identity and sense of belonging, and to extende the function of the community education.
