Most countries have carried out tuition system of higher education since the population ofHigher Education Cost Allocation Theory in1970s. The tuition has increased year by year sinceChina applied the tuition system from1989. Currently, the tuition of higher education is about5,000RMB to10,000RMB per year. A university student has to pay at least40,000RMB for hisuniversity study and life. Since the gross enrollment rate of higher education has grown greatlysince the Enlarge Policy in1999, more and more students who cannot pay tuition because offamily financial difficulties (hereinafter called "the financially difficult students") enter theuniversities with the establishment and complement of financial aid system.Many financially difficult students’ life becomes quite difficult since they are unable to paythe expensive tuition. Nowadays, the number of financially difficult students has increased to25%-30%of whole students in universities. Most poor students who have become a particularand important group of students usually come from poor and weak families. The generalapproaches may do not work since they have typical characteristics. More and more scholars haspay attention to the financially difficult students problems including thoughts, psychology, andaid financially politics. In recent years, well-being has become a popular word. Our Part, theChinese Communist Party, and the government become more and more concerned about thesituation of citizens’ happiness feeling. Either the government or social organizations start tofocus on problems of well-being. The topic has been discussed around the whole country. Justbecause financially difficult students are weak groups in universities, they may have poorwell-being level. So they become the research object to well-being study.With the field research and desk research, the financially difficult students’ well-being levelshould be promoted through solving financial difficulties, which is the basic problem. In order toimproving the precision of the application of financial aid policies, and bringing the financiallydifficult students to the warmth of the Party and the country, this paper is trying to developing the“Time-lapse Identification”. After amount of survey and research, we find that well-being of thefinancially difficult students can be improved from their subjective aspects which are the basickey factors, such as mental, psychology, by establishing self-reliance, self-improvement andhealth personality.
