In order to carry out and implement the Western Development Strategy, fasten the minority area’s development and cultivate a large number of high level talents in ethnic areas who have the doctor’s or master’s degrees, the Ministry of Education and other five ministries and commissions have introduced the "High-level national minority backbone personnel plan". The "High-level national minority backbone personnel plan" is a special educational policy to the minorities, which includes a series of measures to cultivate the high-level national minority talents and has a vital and practical significance to the cultivation of the backbone talents.This research, instructed by the theories of the multiple streams analysis of the policy, the implementation theory of the education policy and Marx’s interest theory and based on the questionnaire and interview methods, tries to research the students who are influenced by the "High-level national minority backbone personnel plan" through the overall analysis of the "High-level national minority backbone personnel plan" and the successful practice of the minority’s higher education policy. The basic issues of the concern are:(1) How does the "High-level national minority backbone personnel plan" develop from its introduction in the implementation?(2) What has the objectives of the policy achieved and what has the policy brought to the effective development in the minority areas?(3) What are the main factors that influence the achievement of the objectives of the policy?According to the survey of the students in the "High-level national minority backbone personnel plan" and on the basis of statistical analysis and content analysis, this research mainly analyses the problems in the implementation process of the policy in four aspects (the over-ambiguity of the objectives of the policy; the lack of the enforcement from the main actors in the process of the policy implementation; the lack of the concern of the objective minorities groups; the environmental factors) and draws some conclusions just as follows:(1) To improve the policy itself and further to make clear the specific objectives of the policy and reflect them in details in the policy implementation process such as the recruitment, training and employment etc.(2) To establish an effective mechanism of employing. The universities for training the students are in corporation with the education departments in the minority areas to carefully get the statistical data and report them to the Education Department as the resource of human need. On the basis of the actual demand, the Education Department should establish more scientific professional training programs.(3) To establish a sound supervision of mechanism and strengthen the management of the "High-level national minority backbone personnel plan" policy in the aspects of the consciousness of supervision, the supervision standard, the forms of supervision and the feedback of the supervision.(4) To improve the training mechanism for advice. The training universities should base on the characters in the minority areas to select and employ the suitable teachers, have a close connection with the local education departments and get familiar with the students’everyday life and study to avoid the problems in the cohesion of the talents caused by the lack of communication.Compared with the existing research, this research makes great efforts to walk some steps forward. As a member who was influenced by the "High-level national minority backbone personnel plan", the author makes great efforts to find out the existing problems and achievements in the implementation process of the policy, tries to find some effective ways to solve these problems.
