Optimization Of Resource Supply Of College Sports Venues Under The Background Of The Public Services

Nowadays, social and public service capacity plays the role of a ruler in a largeextent which measures the level of development of a country or region, andgovernment efficiency. Since the beginning of the21st century, with the continuedprogress in the pace of reform and opening up, and with the rapid and stabledevelopment of economic society, China’s efforts in administrative reform continue toincrease. The core concept of administrative reform---strengthening public services,promoting government administration mode from managed type to a service-type, hashas reached a broad consensus in whole society. Construction and improvement ofpublic service system in China has become an important link and the inevitabledemands in the process of social transformation in China. As the contradictionbetween the mass growing sports needs with the relative backwardness of publicsports service has become increasingly prominent,Construction and improvement of public sports service system which is animportant part of our public service system, has become the pressing issues of thecurrent government in the field of social and public services.This study includes empirical research of stadium resource supply in universitiesin Yangpu District, Shanghai, selecting the basic status of sports venues resourcesupplying in sample colleges, mainly such as the degree of openness of the resources,supply management mode, time limit, the object of the supply, the project content,publicity and security. On the basis of first-hand information, the study reviewed andsummarized the currently prevalent problems in college sports venues resourcesupplying. Through the analysis of the root cause of the problem, combining with newpublic management theory, the article put forward optimization measures for theCollege Stadium resource supply on the background of public service. So as toprovide supplementary advice on sustainable development and the enhancement ofthe efficiency in resource supplying of the college sports venues, and propose decisionreferences and policy recommendations for the practice of science in Yangpu District,Shanghai Public Sports ServiceIn this study, the main countermeasures are as follows:First, the tripartite linkage, jointly established the effective functioning of theorganization and management agencies---Public Service Alliance of college sportsvenues. Institution’s membership should be the colleges and universities, theadministrative department of education, sports administration departments, andCommunity Street. The alliance’ members have equal status among them, a cleardivision of responsibilities. Through effective linkage mechanism, cooperation andcoordination with each other, it eventually become enforceable and binding coreleadership institutions for the supplying of college sports venues.Second, Universities, governments, communities should create synergy,complementary advantages, and mainly from the capital, security and publicity angle,construct full range of site resources service security system, so as to lay a solid foundation for the sustainable development of the resource supply for the collegesports venues.Third, enhance the positioning of the college venues in the public service systemand rich the structure and level of service in college venues in multi-channel andmulti-faceted ways, as to further expand public service capacity of the college sportsvenues.Forth, change ideas, make full use of the abundant resources in the region, tobreak the "wall" between communities and universities, pioneering the developmentof university and public service facilities space, gradually enhance the college sportsvenues resource supply performance.Fifth, attach importance to internal coordination, as to form a scientific long-termoptimized the countermeasures and suggestions such as site services managementmechanism as soon as possible: Build system, scientific, strict venue open worksystem. Establish a more rational and standardized human resource managementsystem. Use the modern information management systems and establish the venueinformation management system, to achieve the unified deployment of resources, andto ensure the maximization of the efficiency of resource supply. Establish scientificinternal evaluation and incentive system as well as reasonable assessment indicatorssystem.
