Research On China's Resource Allocation Of Public Stadiums And Sports Venues In Perspective Of The Supply-side Reform

Since China's reform and opening up policy,the government has been concerned about the balance of supply and demand all the time in the process of market economy for 40 years.Public sports venues have been playing an important role in Chinese sports.The scientific optimal allocation of public sports venues is closely related to the development of sports in people's lives.The contradiction between supply and demand is the main contradiction in the process of allocation of public sports venues in China.The key to the problem is to do resource allocation of public sports venues under supply-side reform.This paper analyzes the status quo of the allocation of public sports venues in four dimensions: policy supply,supply and demand,operation and management mode and human resource allocation by means of literature review,logic induction,content analysis and comparative analysis.We found out problems in the supply of public sports venues,the unbalanced arrangement of public sports venues,the inefficient allocation of public sports venues.In addition,administration of public sports venues is weak and human resource supply is far from enough.According to the research,the following conclusions are drawn: 1.The classification and criteria of policy supply in the allocation of public sports venues in China are not clear and the financial subsidy and tax concessions are insufficient.Also the legal documents of this field are not many and not dominant and the law enforcement set unknown.Besides,there is no efficient driving force in policy supply.A more scientific and systematic policy supply will promote the allocation of venues resources.2.The layout of China's public sports venues resource is unbalanced and the allocation is inefficient.In different regions,different users face unbalanced venue resource allocation,which is related to allocation efficiency and levels of regional economic development and to users' income,education and other relevant aspects.3.In China's public sports venues operating system,institutional venues have a great advantage due to its attachment to the government while corporate venues do noteffective marketing strategies.Consequently,poor operation of those venues results in inefficient allocation.Some venues are in short supply of resources and others are oversupplied with resources.4.Human resource supply of China's sports venues is not enough and professionals and specialists in this field are in great demand.At present they cannot meet the need of venue management,which results in a direct impact on the allocation of venue resources.In terms of personnel training,the government ought to actively guide and cultivate experts with management skills,to open channels for talents,and to promote a scientific and diverse allocation of venue resources.
