The so-called institutions of the school-based training for university teachers arethe guidelines or rules designed by various colleges and universities for all thoseinvolved in the school-based training so as to promote the in-service teachers’ qualitymaking them professionalized and hence the improvement of their education quality.Generally, the institutions can be categorized into four aspects: managementinstitutions, time-ensuring institutions, funds-ensuring institutions and performanceevaluation institutions. Scientific and well-established institutions of the school-basedtraining for university teachers are an important guarantee to improve their teachingskills and basic quality and advance their professional development. Freedom is thecore of the institution construction, regulation, the external requirements, and thepriority of freedom the intrinsic dialectical logic. The case analysis of ChongqingNormal University shows that there is either a lack of corresponding institutions ordeficiencies in certain institutions, which may bring great harm to the furtherdevelopment of the university-based trainings. The university teachers are a specialgroup and to ensure the satisfaction of their individualized needs, we must establish areasonable and flexible time mechanism as well as a special funding mechanism.Meanwhile, the school-based training for university teachers is in essence a kind ofacademic activity in which the teachers exchange their ideology, knowledge andexperience interactively. Therefore, we have to make great efforts to remove theadministrative factors and establish a scientific and rational organization andmanagement institutions to ensure the academic exchanges return of the universityteachers’ school-based training activities. Besides, to make the training smooth andfruitful, a scientific, reasonable and humanistic performance appraisal mechanismwhich denies the sheer purpose of rewards and punishments must also be established.The starting point of the school-based training institutions is not how to controlpeople, but to create an environment and atmosphere for the teacher’s autonomicparticipation in the smooth development of school-based training, making it aplatform for promoting the sharing of resource, exchange of ideas and experiences soas to achieve the union of all knowledge among teachers and accelerate the pace ofgrowth of teachers’ individual professionalization, enhancing the teaching level of theentire school teacher group.
