Class size is one of the important factors in influencing teaching quality. In recent years, the development of rural compulsory education has increasingly become the focus of attention with the government and the society, and rural primary school’s class size is the important factor of affecting the obligation education stage in the vast rural areas foundation education, thus rural primary school class size research gradually comes into the study field of public education, and even becomes an important topic of the researchers. In our country, according to the provisions of the state, the primary school’s reasonable class size is40-45. Due to the various social factors, each region has difference class sizes. Anhua county, Hunan province is one of the poverty county in China, in recent years, because of the country’s strong support, Anhua county has the rapid pace of economic development, thus the development of education has greatly improved. Generally speaking, due to the population, regional distribution and other natural conditions, with the social factors such as development of urban and rural economic, Anhua countys’school number and school size are often densing in urban areas, in rural areas, primary school’s quantity is more bigger, and on a larger scale than rural primary school’s quantity; The countys’ primary school class size distribution has the following five characteristics:The rural primary school class number increases year by year with the population increasing, the rural primary school class size and class number are of uneven distribution, urban areas primary schools’grade settings is more comprehensive than rural areas, the primary school class size more bigger than rural areas, among them, the individual town’s class size distribution is not balanced. According to the survey, the rural primary school class size would have great influence on teachers’ teaching quality, school management activities, education resources allocation and interaction between teachers and students. The specific culture(Including a long history of cultural tradition, fixed system culture, local people’s ideas), economic factors (education resource allocation inequality, rural urbanization acceleration, within the county and town economic development imbalance), social factors (local society on teachers’ status with lower identities, the birth control policy to relax, more floating population quantity), policy management factors (country concentrates with the school, the weak school reformation does not reach the designated position, managers save education resources), such a series of factors, which influence the Anhua county’s primary school class size distribution, make the class size distribution imbalance in this county. Therefore, when class size in in large scale, the teacher should take effective teaching methods such as optimize the teaching content, improve teaching methods, using stratified teaching and pay attention to home school contact, to achieve better teaching effect; when class size in in small scale, teachers should update teaching ideas, take multiple teaching and actively build classroom atmosphere, to improve the teaching quality of rural school. At the same time, in order to make the rural primary school class size rationalization, the government and relevant departments should make efforts in the financial resources,material resources and human resources’ optimization and configuration.
