Study On The Problem Of New Farmers’ Training In Qitaihe

As a large rural population agricultural country,"three rural" issue is related tothe fundamental problems in China’s economic development, social stability. Farmersare the subject of building a new countryside, the direct participants and the mainbeneficiaries of the new rural construction. Farmers’ quality is directly related to theeffect of the new rural construction. No scientific and cultural quality of the farmers toimprove, not adapt to the new needs of farmers in new rural construction. New ruralconstruction and development solving "3farming" the problem is impossible.Therefore, in2006the "CPC Central Committee and the State Council aboutadvancement socialism new rural construction of a number of opinions" clearly putforward:"to improve the overall quality of farmers, cultivating new farmers withknowledge, technology and management, is an urgent need to build a new socialistcountryside"."Advice" CPC Central Committee on the12th Five Year Plan pointedout, to "accelerate the development of modern agriculture, stick to the road to China’sagricultural modernization, improving their scientific and cultural qualities, thusimproving the agricultural comprehensive production capacity, anti risk ability,market competition ability, to ensure national food security". Visibly, nurturing newfarmers is the key of new rural construction.In recent years, Qitaihe in accordance with the development of ideas to speed upthe process of integration of urban and rural areas of the CPC Central Committee andthe province of Heilongjiang, in the urban and rural development as the goal ofeconomic development in urban and rural areas, to solve the "three rural"development problem, the comprehensive strength improved significantly. Qitaihenew rural construction, the development of modern agriculture, ultimately depends onthe new-type peasants with knowledge, technology, and management. In this paper,on the basis of literature study, using the theory of human capital theory, educationand public goods theory, according to the survey data in Qitaihe City, carry on thesystem analysis to the Qitaihe new farmers training problems, analyzes the problems and causes of the new farmers training, and put forward some countermeasures tosolve the problem of new peasants training.The full text is divided into six chapters:The first chapter is introduction. In a large number of collected based on theexisting literature, the research background, the status quo at home and abroad, themethods and routes and the innovative points of this paper are described.The second chapter is the related concept and basic theory of farmer training.The farmer, farmer training and other basic concepts: human resources, educationtheory.The third chapter describes the farmer training situation of Qitaihe City.The fourth chapter is the basic problems facing farmers training: lack of systemand regulations are not perfect, capital investment, the backward ideas, supervisionand management mechanism of farmer training is not perfect.The fifth chapter is the experience of developed countries, learning advancedexperience of developed countries, the United States, Japan, Britain, Germany, andprovides reference for the training of farmers in china.The sixth chapter puts forward the corresponding countermeasures andsuggestions the training of farmers in Qitaihe city.The seventh chapter points out the conclusion and deficiencies of this paper.
