Research On Vocational Training Of Farmers In Jilin Province

The third Plenum of the party's seventeenth world highlighted the importance of vocational training of farmers, proposed the demand of making a stable and growing team of agricultural science and technology, carrying out technical training of farmers and improving their scientific and cultural quality, improving vocational education and training network, strengthening the skills training of farmers. With the rapid development of society and economy, our country rural transition presents two big main features:one is the rural urbanization, a large number of rural labor forces will transfer orderly and rapidly; the other is that the scale, efficiency, characteristic, organic agriculture will get considerable development. Thus promoting the industrialization of agriculture, it's becoming mandatory to directly involved in agricultural practice farmers to vocational training, is to enhance the peasants, prospering rural, rich farmers, the important means to promote the modern will also played a key role in the industrialization of agriculture.From analysis of the current status of the farmers' professional training of Jilin province, according to the domestic and foreign farmers vocational training experience and the actual of education and training of farmers development in Jilin Province, This article point out the need for vocational training of farmers; Elaborated the related concept of farmers'vocational training; Cleared the point of view that undergo vocational training is the main way to improve the quality of science and culture. This study adopt questionnaires, personal interviews, and document analysis, Through 309 village representatives on the survey, and training units in 6 areas of personal interviews of staff, combined with large number of documents collected, analyzed some problems at system of farmers'vocational education and training in Jilin province:Training supplying is not balanced with training needs; Personnel training in the form can not be optimistic; Farmer education and training mechanism is not flexible, training system is not perfect; Farmers training is lack of long-term planning; The construction of modern distance education in rural areas is insufficient.According to the current development of the farmers vocational training and exiting problems, propose the measures how to construct new farmers'vocational training system. The overall framework of system contains:3 systems:namely, decision-making system, the implementation of the system, training system; 5 principles:the effectiveness principle, the principle of seeking truth from facts, the principle of innovation, the principle of resource integration, the principle of lifelong education; 4 keys of construction:the training system, security system, infrastructure, talents construction.This paper is focused on research building of Jilin province farmer vocational training system, countermeasures for the development of Jilin province farmer vocational training provides some maneuverable Suggestions. Through training, a large number of traditional farmers can get rid of the old and inherent idea, armed with scientific knowledge, and gradually transformed into new farmers "with knowledge, techniques and business". It is very significant to improve the overall quality of the rural labor force, and improve the technological content of agriculture and international competitiveness, and promote modern agriculture and rural economic development. It is also an important way to transform enrich rural labor force into a huge human capital.
