The Research Of Farmers’ Scientific And Technological Training In Heihe Area

China is a big agricultural country. The agricultural population accounts for over70%of the total population in the country. Farmers’ overall quality will directlydecide the level of economical and social development in our country. In theconstruction of new socialist countryside, the government plays a leading role andfarmers are the main participants. The farmers’ cultural quality, technical ability andthe ideological and moral level, directly determine the pace and the success ofbuilding new socialist countryside. Large number of farmers’ overall quality is nothigh, which has become the “bottleneck” of the rural economy development. Farmersare the main participants of constructing new countryside. The agriculturaldevelopment is based on science and technology; science and technology progressrelies on talents; and the growth of talents depends on the education and training.Therefore, training the farmers, improving their quality and cultivating new type offarmers, is the guarantee to improve the quality of farmers’ quality, increase farmers’income and improve their living. It is of theoretical and practical significance to solveproblems of agriculture, rural areas and farmers, balance urban and rural developmentand promote the socialist new rural construction and the development of modernagriculture. Combined with the foreign advanced experience of the farmers’ training,by analyzing the current situation and the existing problems of farmers training inHeihe area, the paper studies the farmers’ technological training in the new ruralconstruction and puts forward the suggestions and countermeasures of farmers’training in Heihe area. The main conclusions are as following:(1) Questionnaire analysis shows: the farmers’ technological training work hasachieved some success in Heihe area, which has improved the farmers’ level ofproduction technology, increased the farmers’ income, and promoted the developmentof the rural economy. Farmers’ training has been recognized and accepted by farmers.In analyzing the responses of the farmers, we find that farmers are looking forward to more practical technical training with respect to training contents; they prefer theon-site training as to training places, so the training and the technical guidance in thevillage should be greatly promoted; as far as the training methods are concerned,farmers are more willing to accept face-to-face guidance; as for the time, the farmerslike fast short-term training. The educational level of the farmers in Heihe is generallylow; farmers’ cultural and technical quality is still in a lower level. Thereforestrengthening the farmers’ training, developing the rural education and improvingfarmers’ scientific and cultural quality is urgently needed.(2)The study finds that there are many defects about the farmers’ technologicaltraining in Heihe area, including departments do things independently; theresponsibility is not clear; coordination is not enough; cultivation is inflexible; thesupply of training does not meet with the demand; the input of fund is insufficient,which has restricted the training work; training lacks relevant laws and effectiveincentive mechanism.(3)The implications of the experience from farmers’ training in developedcountries are: to formulate relevant laws and regulations, to realize the legalization offarmers’ training management, to set up multi-channel input mechanism guided by thegovernment, to set up a scientific system of farmers’ education and training on thebasis of agricultural colleges and multi-party cooperation, to carry out the farmers’education and training work with clear target; to formulate a series of preferentialpolicies to encourage farmers to participate in training.Based on the above research and the successful experience of foreign farmers’training, this paper puts forward the following countermeasures to speed up thedevelopment of farmers’ technological training: to set up dynamic mode of trainingmanagement; to adopt flexible training methods; to take full use of the advantages ofagricultural broadcasting and television school; to develop greatly the distanceeducation of modern agriculture; to increase capital investment; to establish thefinancial input mechanism; to set up a flexible investment mechanism guided by thegovernment.
