Research On The Issue Of Professional Farmers Cultivation

Since the reform and opening, our country family contractual management responsibility system greatly liberated the agricultural productivity, stimulated broad masses of farmers’enthusiasm for agricultural production,increase agriculture product and farmer’s income, develop rural economy and society in all rounds.However, Because of the large number of population and scarce land resources,with the rapid development of industrialization and urbanization in China,current rural land system shows insurmountable historical limitations,fields has the characteristics of small scale, wide distribution,advanced agricultural technology is hard to be used widely.In addition,because agricultural infrastructure including farmland,water conservancy is weak,the agricultural disaster mitigation capacity is low;Agricultural science and technology innovation ability is not strong, the contribution rate of scientific and technological advances is low;Agricultural management is faced with high cost, high risk,low comparative benefit etc, causing the situation of work outside for a January is better than farmers farming for a year,appear large amount outflow of rural young labors force.Fanning is aging.farmers’concurrent business is going deeper, rural elements is becoming non-agricultural, agriculture is gradually being a sideline, countryside is hollowing out etc,These phenomena are outstanding, not only affects the effective supply of agricultural products, national food security, rural economic and social sustainable development, but also will weaken the basis for the the further development of industrialization, urbanization and informationization,severely hinders the synchronized advancement of four modernizations. Therefore, cultivating professional farmers including large farmer households, family farmers,leaders of farmers’professional cooperatives is very important for the development of modern agriculture in China.This study first analyzed the question of what is professional farmers, including chapter1and chapter2.The first chapter is introduction,mainly elaborates the research background,purpose,significance,overseas and domestic research status, research ideas and methods.innovation and deficiency of professional farmers cultivation.The second chapter defines the concept,characteristics and types of professional farmers, analyzes relation and distinction between professional farmers and traditional farmers, concurrent farmers.new farmers, new agricultural management entities, systematically summarized rural surplus labor transfer theory, labor division theory, human capital theory, scale economy, scale profits and moderate scale operation theory, industry chain theory,etc.,to determine theoretical basis of cultivating professional farmers.And then analyzed the problem of why we have to cultivate professional farmers, including chapter3and chapter4.The third chapter analyzes the importance of cultivating professional farmers to ensure agricultural production sustainable development, promote rural economic growth, farmers’ income raise and the function of new agricultural management entities,including large farmer households,family farms, farmers’professional cooperatives,agricultural enterprises. Then, take the quality of farm labor force in major grain producing areas and their farm willingness for example, analyzes the realistic necessity of cultivating professional farmers.An empirical analysis on the factors that influence rural labor farming intention through binary logist model, in order to have a comprehensive understanding about influence factors to rural labor force farming willingness. The fourth chapter by establish multiple linear regression model, empirical analysis how much contribution for professional farmers cultivation to farmers’ income increase, based on endogenous growth theory, add human capital factor into Lucas endogenous growth model, empirically analyzes the contribution to the agricultural growth by professional farmers cultivation.Then analyzes the correlation of professional farmers cultivation and rural poverty,rural fertility, concluded that professional farmers cultivation were negatively correlation with rural poverty incidence and rural fertility.Finally analyzed the question how to cultivate professional farmers, including chapter5to chapter9.At first,Hunan province was taken as an example to calculate the moderate scale of professional farmers’ family using the visual evaluation method and C-D production function.Then from three levels of farmer quality, education system and environment system analyze the basic conditions, former work that has been carried out and main existing problems of professional farmers cultivation.On the basis of learn other developed countries professional farmers cultivation experience as Japan in East Asian Countries, America in North American Countries, Germany in Western Europe Countries,put forward the design idea of professional farmers cultivating system in our country,including the analysis framework of cultivating system, the characteristic of cultivating people and cultivating motivation, the policy system and education system that professional farmers cultivation need,after that specific countermeasures and suggestions for professional farmers cultivation from three aspects of strengthen fostering people themselves, improve the cultivation quality of agricultural colleges, optimizing the external environment of professional farmers cultivation were proposed.
