The Exploration About Practice Of The Government Purchase Of Social Work Service

In recent years, several big cities are actively pursuing a new supply mode ofpublic service--"the government purchase of social work service (referred to associal service)". The reason why this is a kind of new mode, is because the socialwork is recognized relatively late in China, and there’s also a lag in thedevelopment of social work system. So we must consider with the actual situationin China when building the social service system, to make it get developing bystudying, practicing and building.Now, the government purchase of social work service is facing a raredevelopment opportunity. In2012, the central government the first time allocatedtwo hundred million Yuan of financial funds for purchasing the public service ofsocial organizations, of which financial funds the social work exemplary serviceproject is about seventy five million Yuan. Taking the local governments as anexample, in2013, it takes Guangzhou government over three hundred millionYuan as financial funds purchasing the social work service, which is as six timesas much that spent in2008.However, when purchasing social work service underthis "high speed" era, how to make the government "let go" while the organization"take over" properly? Taking Guangzhou as a case, this paper delves further intothe government purchase of social service. Combining the practice with theory,this study explores the development of government purchase of social service, therunning system and the existing problems. Basis on this analysis, This paper givessome focused suggestions on these problems when exploring how to improve thegovernment purchase of social work services, which has a reference value to putgovernment purchase of social work services into practice across the country.This paper contains four parts.The first part is the introduction. It mainly introduces what this paper studiesand the significancy, summarizies and reviews related literatures, and introduces the present research theory of “government purchase of social work service” inChina and finally determines the research method.The second part primarily introduces the background and operation system ofthe government purchase of social services in China, which including: thebackground, the motivation, the main content, and the basic purchasing pattern.Taking Panyu district family multi-service center purchasing the social workservices program as an example, the third part analyzes the situation ofgovernment purchase of social services (community service and managementservice),including: the acting roles of the government, the social organizationsand the social public, and the problem of the relationship among these roles.The fourth part introduces the existing problems in the government purchaseof social services and the solutions. The problems mainly include the lack ofspecial laws and regulations, the development of social work organizations cannotcatch up with the social demand growth, and the loss function of the publicparticipation, etc. This paper gives some relevant suggestions in the followingthree aspects, the government, social organizations, and the public.
