Research On Zhong Shan Government Purchasing Social Work Service

Government’s purchasing of social work service is an important breakthrough to transform government functions, building service-oriented government, and create new social management, and it is also a new approach of innovation for public service supply. Since Zhongshan City government purchased the social work service in 2009, it has formed its own unique model of development, which has certain reference value worthy for us to study.This paper summarizes the present situation that Zhongshan city government purchases the social work service, including the preliminary formulation of the policy support system, increasing increase of government financial investment, active cultivation and support of the development of non-governmental social work organization, active construction of social workers team, and active building of "a town with one industry" model of social work services. At the same time, this paper finds out the main problems in Zhongshan government’s purchase of social work services: the laws and regulations are imperfect, main body of market competition is insufficient, social work services agency’s overall service level is low, supervision system is not sound, financial input is insufficient, and the purchase procedures of social work services are not reasonably. Through in-depth analysis of these problems, this paper finds out that the main reasons: the development of social work services agency is not perfect, government’s purchase of social work services lacks of scientific planning, and lack of professional social workers. At the same time, this paper carries out simple introduction of the main methods of government’s purchase of social work services at home and abroad, so as to provide reference to Zhongshan City government’s purchase of social work services.For how to improve Zhongshan City government’s purchase of social work services, this paper puts forward the following methods: perfect laws and regulations, scientifically formulates the program for government’s purchase of social work services, constructs social work institutions incubators, perfects the supervision system for government’s purchase of social work services, increases government’s financial investment, strengthens the construction of social work services agency and other countermeasures and suggestions.
