It is undeniable that human resources is the most important fuel for China, a developing country, to catch up with and even surpass other countries in the increasingly fierce international competition. Accordingly a well-developed higher education system is crucial to improve both the quantity and quality of human resources. However, nowadays there is a great deficit of human resources in universities and colleges in China. Under this circumstance, it is significant to fully explore the potential of the existing teaching staff in universities, especially that of young teachers, to stimulate their initiative and creativity, and to arouse their sense of responsibility for the social mission they are to carry out, thus to satisfy the need for the personnel essential for the development of the nation. To achieve this goal, an effective incentive mechanism to stimulate young teachers’ enthusiasm, initiative and creativity would be indispensable.With a review of the current theories and research results in this field, together with an analysis of the contemporary situation and practical experiences, this project proposes to build an incentive model so as to sort out the incentive factors and methods. Factors that may contribute to the effectiveness and efficiency of the incentive model include environment and institution, salary and income, performance assessment, in-job training, self-motivation and self-discipline, etc.In the end, on the basis of a detailed analysis of the current status and occupational characteristics of the young teaching staff in universities, this project further illustrates the incentive mechanism for young teachers of one university and concludes that a scientific incentive mechanism for young Chinese university teaching staff can be constructed with healthy interaction, a sound institution, a comprehensive performance assessment and payment incentive system and a system that can stir teachers’self-motivation.
