Higher education shoulders the important missions of personnel training,scientific research,social services,cultural inheritance innovation,and international cooperation.Higher education plays a key supporting role in promoting coordinated development in international politics,economy,culture and other fields.Youth is the future of the China and the hope of the nation.At the same time,the Young Top-Notch Teachers are the main force and pacesetters in the development of higher education in the future,and the main force to achieve higher quality development and accelerate the construction of world-class universities and disciplines.In the study,the Young Top-Notch Teachers from 15 "Double First-Class"universities in Jiangsu were selected as the research subjects,Herzberg's "Motivator-Hygiene Theory" was taken as the theoretical framework,and the incentive mechanism was taken as the research content.First of all,the study statistics on the number and trends of the Young Top-Notch Teachers in the past decade.Meanwhile,through policy text analysis,the study sorted out the current situation of the incentive mechanism for Young Top-Notch Teacher in Jiangsu.Based on the theoretical framework of internal work content motivators,found out the outstanding problems of the Young Top-Notch Teacher incentive mechanism in Jiangsu.The problems are mainly manifested in insufficient incentives for talent introduction,insufficient incentive targeted performance appraisal,the salary incentive lack of competitiveness,the incentive for further study and development lacks effectiveness,and title promotion incentive is difficult to meet the need.The problems becoming the restriction on the effect of Young Top-Notch teachers incentive mechanism,and becoming the restriction on the improvement of higher education level and the construction of "Double First-Class"universities in Jiangsu.Next,based on the theoretical framework of external work environment hygiene factors,the study analyzes the external environment influencing factors.The causes of the problems in Jiangsu' s Young Top-Notch Teachers incentive mechanism are inseparable from political environment,policy environment,academic environment,and social environment.In view of the problems existing in the Young Top-Notch Teachers incentive mechanism in Jiangsu and the influencing factors of external environment,the study puts forward corresponding policy suggestions.The first suggestion is creating a loose and appropriate external environment and adjust unsatisfactory factors,such as improve the political management system of the incentive mechanism,improve the incentive mechanism policy design,create a healthy relaxed and free academic environment,and optimize the social environment.The second suggestion is innovating the incentive mechanism and activation satisfaction factor,such as effectively improve the incentives for talent introduction,improve the pertinence of assessment incentives,pay more attention to the individualized training and promotion incentives of talents,and improve the salary incentives for the Young Top-Notch Teachers team.
