In advocating lifelong learning and the background of the establishment of the study-oriented society, learning throughout a person’s life. People aware of the continuing education is more and more important.When people are busy with job, social life and learning.They have to face many contradictions and pressure,but the traditional education system and learning style have been unable to meet the demand of learners’ learning.With the continuous development of Internet technology and mobile communication technology, people’s life style and learning ideas changed. the new way of learning,mobile learning emerged. mobile learning can be well applied to continue education, can overcome the contradiction between work and study, meet the needs of learners, create value for the learners.Continuing education market is same as other markets, transfer the seller’s market to buyer’s market, companies will focus on the customer, the customer demand as the guide to run business.But mobile learning period is in the market, the future development potential is huge, it is necessary for research the mobile internet education product user requirements, and customer value for further research. This paper, based on the perspective of customer value, to study the application of mobile learning in continuing education, guided by the theory of customer value to development of mobile learning, building mobile learning customer value hierarchy model, customer value theory to design the mobile learning system, using A university’s school of continuing education, study mobile learning project as a case study,and the implementation of mobile learning based on customer value.
