Minority higher education policy is the product of the ethnic policy of the People’s Republic of China, and an important part of China’s higher education policy. It guides the reform and development of the minority higher education in China. The policy is not just a minority education policy, and is related to the social policies of China’s social, economic, cultural and other factors. It plays a positive role in our rational allocation of educational resources and promoting balanced social development. With the continuous development and progress in recent years, the importance of national education policy of the ethnic minority areas is gradually enhanced. In this paper the author attempts to use the theory of the public policy to analyze the minority higher education policy in China.This study starts from the related concept of minority higher education policy. Firstly described the theoretical basis of the new China minority higher education policy; Secondly, to sort out the minority higher education policy at the point for the community at different stages of social development in China since the founding of new China, and the development is divided into six stages in this study to summarized. The main part of the paper is to combine the reality of our county to sort out the minority higher education policy, summed up the implementation of the achievements as well as existing problems of the minority higher education policy in China since the founding of new China. On the base of summarizing and studying above, the paper uses the history and comparative research methods, and prospective innovation point is use the public policy analysis from the perspective of public policy, in terms of policy objectives and value orientation, policy formulation, implementation and pointed out the shortcomings of current policy, and finally some reform proposals are put forward. At the some time, to learn from the successful experience of American minority higher education policy and avoid the lessons of its development process. With local conditions in mind, provide a reference to the development of higher education policy for China’s ethnic minorities.
