According to roughly statistics, The number of physical education teachers lack of nearly300000. Part-time physical teachers play an important role in physical education in primary and secondary schools. Thus, the enthusiasm of part-time physical teachers, as well as their quality is directly related to physical education of schools and healthy growth of students. The historic mission that part-time physical teachers undertake will directly affect the quality of personnel training in the21st century. Thus, part-time physical teachers should be fully respected and concerned by all aspects of society.In this paper, literature, questionnaire, interview surveys, expert interviews and mathematical statistics were used. The investigation and analysis were based on their basic status, their professional knowledge of sports, their professional skills status, their treatment status, their training situation and their needs in training and other aspects of part-time physical education teachers in primary and secondary schools. Analyzing the problems present in part-time physical education teachers and finding solutions to these problems are the fundamental purposes of this paper. Then some help will be offered to the physical education works of PE teachers, which can improve the level of sports teaching.Results showed that several problems lie in part-time physical education teachers of primary and secondary school:instability caused by short time working experience; poor sports expertise and low mastery professional skills; no comprehensive lesson plans, no standardized classroom organization and outdated contents; small number of sports disciplines, short time training as well as over-specialized training contents which are difficult to understand for the part-time physical education teachers.Through analyzing existing problems of part-time PE teachers of primary and secondary at present, several countermeasures were put forward in the following aspects. Firstly, we need to adjust the structure of part-time PE teachers in primary and secondary schools. Secondly, we should pursue efforts to strengthen the training of them. Thirdly, the improvement and innovation of teaching content and form of part-time teachers are needed. Then, we should suggest relevant departments to organize various competitions to provide more display and communication platforms for part-time physical education teachers. Last but not the least, the teaching quality of part-time physical education teachers should be assessed strictly.
