At present,there are different degrees of lack of quantity and structure of physical education teachers in primary and secondary schools in our country.Schools make up for these deficiencies by recruiting some part-time physical education teachers.From the development trend of school physical education in our country,the group of part-time physical education teachers in the future will exist in the team of physical education teachers for a long time.There are many problems in the group of part-time physical education teachers in primary and secondary schools.The root of these problems is the lack of a perfect employment system in the recruitment process of part-time teachers.From the existing literature,there is not much research related to part-time physical education teachers,and the research on the appointment system of physical education part-time teachers is even less.This study takes the Administrative Measures for part-time teachers of Physical Education and aesthetic education in primary and middle schools promulgated by the Ministry of Education of our country in 2017 as the policy background,takes the process of appointing part-time physical education teachers in primary and secondary schools as the breakthrough point,takes the basic requirements of physical education part-time teachers as the research goal,constructs a framework requirement and puts forward practical suggestions,perfects the appointment system of part-time physical education teachers,and complements the shortcomings of the previous research on the appointment system of part-time physical education teachers.This research obtains the relative status quo of part-time PE teacher appointment system in China and the United States through the literature method and the interview method,Based on the reality of our school physical education development,draw on the American part-time physical education teacher appointment system,in order to improve our part-time physical education teacher appointment system,Three rounds of expert opinion screening through Delphi,The aim is to construct the framework of the basic requirements for part-time PE teachers in primary and secondary schools,Finally,it is more systematic and theoretical to sum up and arrange the contents of the study through logical method.Conclusion:(1)The appointment system for part-time physical education teachers in primary and secondary schools refers to the recruitment and application procedures that the principal and applicants need to follow in the process of selecting and hiring part-time physical education teachers,including the appointment process,appointment requirements and appointment procedures of part-time physical education teachers.(2)At present,the entry methods for part-time physical education teachers in primary and secondary schools include the urban and rural support education system,“school-based” part-time and off-campus part-time teachers.The first two entry methods have relatively standardized procedures,and the appointment process of off-school part-time teachers is complete but not perfect.In the information release link,the recruitment information release method is single,and the signing of the contract and the degree of refinement of the contract content need to be strengthened.(3)At present,the appointment requirements for part-time physical education teachers in primary and secondary schools include professional knowledge,professional skills,education and teaching capabilities and professional physical fitness.These appointment requirements are relatively general.The appointment requirements for part-time physical education teachers should include the two external requirements of work experience and academic qualifications,and the three basic requirements of professional theoretical knowledge,professional skills,and educational and teaching capabilities.(4)The main links of the appointment procedure for part-time physical education teachers in primary and secondary schools include formulating a recruitment plan,issuing a recruitment announcement,selecting a recruitment team,interviewing,publishing a list,and signing an employment contract.In the implementation process of the appointment procedure,there is a single assessment method for the ability of the applicant,and the direction of the ability assessment in the appointment procedure needs to strengthen the connection with the teaching practice.The following recommendations are made in response to the above conclusions:(1)Expand the breadth and pertinence of the dissemination of recruitment information.When publishing recruitment information in the recruitment process of part-time physical education teachers in primary and secondary schools,by enriching the release methods of part-time recruitment information and purposeful dissemination of recruitment information,the spread of recruitment information is expanded and the release of recruitment information is more purposeful.(2)Improve the contract system for part-time physical education teachers.According to the development needs of recruitment schools,the types of contracts are enriched,contracts of different durations are added,the content of contracts is enriched,and the responsibilities and obligations of recruiting units and part-time physical education teachers are clarified,so that the labor of each part-time physical education teacher can be guaranteed by law.(3)Formulate entry standards for part-time physical education teachers.Relevant institutions and personnel have increased their attention to the requirements for the appointment of part-time physical education teachers,clarified the entry requirements of part-time physical education teachers,and formulated the entry standards for part-time physical education teachers suitable for the development of school sports in my country.(4)Enrich the evaluation methods for the ability of candidates.In the process of implementing the appointment procedures for part-time physical education teachers in primary and secondary schools,the recruiting school enriches the evaluation methods of the applicant's teaching ability according to the actual teaching situation of the school,conducts a comprehensive assessment of the applicant,strengthens the connection with the teaching reality,and chooses to hire High-level part-time teachers suitable for school sports development.
