Organization effectiveness is the ability and the degree to which a predetermined goal is achieved.It is the comprehensive reflection of its target,ability and performance.School Effectiveness Research(SER) probes into the field which upgrades the school educational quality with aid of the Theory of organization effectiveness.SER involve school effectiveness related factors,school effectiveness evaluation and school improvement,etc.The primary and middle School P.E.curriculum reform in china have got some achievement.But the disregard of related members’ needs and the effects of environmental factors has become a bottleneck of the P.E. curriculum reform headway.School P.E.needs more systematic and humanistic idea.Using the methods of documentary and the qualitative research method,reference to SER,combined with current situation of middle and primary School P.E.,this paper discussed the concept of School P.E.effectiveness,School P.E.effectiveness related factors and their function and relationship,P.E.teacher effectiveness,etc.Some conclusions are as follows:1、School P.E.effectiveness is the ability and the degree to which a School P.E.predetermined goal is achieved.It is a comprehensive reflection of School a P.E.goal,its ability and performance.2、Primary and middle school P.E.effectiveness related factors include human factors and environmental factors.The former include Principal,P.E.teaching and research group leaders,P.E.teachers, students,school P.E.experts and parents.The latter include school organizational culture,working environment of P.E.teachers,P.E.class atmosphere,higher authorities in administration of school P.E.and P.E. concept of the whole society.3、Individual effectiveness is the basis of organizational effectiveness.Principals set goals and create environment for the school P.E.effectiveness.P.E.teaching and research group leaders promote team effectiveness.P.E.teachers are the basic functional unit of school P.E. effectiveness.School P.E.effectiveness is embodied on the students. Experts and students’ parents affect school P.E.effectiveness in external system.To effectively integrate individual effectiveness needs strong support from environmental factors.4、In the P.E.curriculum reform,higher authority administrative department of school P.E.should improve the policy executive ability to ensure the policy implementation and provide necessary policy environment;Supports from the higher authority administration, motivation and constraint from Institutions,and teachers’ upward influence behaviors can improve the principal’s leadership behavior; P.E.teaching and research group leaders coordination function is very important to the team effectiveness of teaching and researching group; school P.E.experts should Strengthen reflection,so as to overcome the "negative effects";Perfecting the enter higher school institutions and carry out the "School Community P.E" are an effective way to impel students’ parents give full play in their functions.5、School P.E.effectiveness evaluation is a measurement of the degree of which a predetermined goal is achieved.It follows the principle of "net effect" and principle of "value-added".The using of hierarchical linear model make the analysis of school P.E.effectiveness related factors more objectively and accurately.6、P.E.teachers have five kinds of working conditions:strong motivation-high ability-high performance,strong motivation-low ability-low performance,weak motivation-low ability-low performance, weak motivation-high ability-low performance,strong motivation-high ability-low performance.The working states of P.E.teachers suggest that the best way to improve teacher individual effectiveness is to understand the individual needs of the teachers and to optimize working environment of P.E.teachers.
