IN nowadays, the fast development of technology and rapid spread of network as well asthe constantly opening up of university and the growing assertive personality of students hasbeen causing the relationships between students and school, students and society to changegradually, and bringing new problems and challenges to higher education management. Teachersare no longer the absolute authority in the information explosion era, while the student-centeredis more concerned with the students’ growing awareness of the student-centered idea. Under thisbackground, the formal teacher-centered management, taking students as the simply be managed,should be changed. According to the concept of multi-agent in governance theory, studentsshould be taken as managers participating in university management. By this way, thedecision-making and the management can be more scientific and efficient. And it’s beneficial tothe stable development of university and the process of democratization.Governance theory advocated decentralization and multi-agent, and insisted ceding powerto the lower agency or organization. The different agents depended and interacted with eachother and participated in the governance together in order to satisfy the interests of theparticipating actors and maximize public interests at the same time. So, students’ participation inthe university management will play an important role in realizing students’ power inuniversities’ internal power structure. Governance theory emphasized the different layers ofmanagement and a variety of tools used. It also stressed the importance of negotiation, regardingit as the foundation of the governance process instead of control. And the actors shouldparticipate in the cooperation, seek common ground while putting aside differences, resolveconflicts and contradictions, maintaine social order and realize the goal of governance on thebasis of mutual trust, mutual benefit, and interdependence of ongoing negotiations. It laid atheoretical foundation for us to actively explore the specific ways and methods the universitystudents used to participate in the management of universities in many forms, multi-level.The first part of the introduction is the background and current state of the studies, focusingon summarizing the history and researches on governance theory and students’ participation inmanagement, laying the foundation for the following research. The second part is a further studyon governance theory including the connotation, features and the significances to the universitymanagement. The third part is the status of the study in students’ participation in the universitymanagement from the perspective of governance theory, conducting research on the status quo ofcollege students participating in university management in Quzhou through questionnaires,which comes up with the problems of college students’ participation in college management:insufficient awareness of the university students involved in university management, participation in a narrow range, low level of participation, participation in the form of a single,etc.. And the causes been analyzed. The fourth part is the study in the attempt and practice ofuniversity students’ participation in the university management in Western countries, and selectthe United States and Germany for example, focusing on understanding the system and ways ofstudents’ participation in the university management, compared with the actual participation ofChinese college students in university management, and learning from the experience provided.The fifth part is to provide the enlightenment from the perspective of governance theory: tocreate a school environment of democracy and law, providing protection for the students toparticipate in university management; clear the range of college students’ participation in themanagement; actively explore the ways and means of students’ participation in the universitymanagement to establish multiple subjects teacher-student interaction and consultationmechanisms to achieve students’ participation in university management. The sixth partsummarizes the full text and reviews all the points of the paper.
