With the continuous advancement of university management mode, we can’t avoid a problem that is the students as the stakeholder to participate in university governance.This article is through the investigation of a specific student activity,to discuss the connotation form and characteristic of "student participation in governance" under the existing university management mode.It also discuss the analysis of related influencing factors.PHE is a project to improve the ability of poor students which is developed by Ford Foundation.it is only carried out in some universities of western China.The execution of the PHE project is basically completed by the students.So they are not only the service object,management object but also the key participants. "student participation" is not only a clear requirements of the project.It also ensure the quality which is according to resource supply,staff training,item design and appraisals. Through this project,students has a new form to participate in school affairs.During the course of the project,the deep interaction between the project team and the university organization really promote the change of university in educational ideal and organization structure.Consequently, with deep research of the "multilateral stakeholder co-governance",although the PHE project has ended,the experience of "student participation" is still worthy of our reflection.because it is a very rare and scale project which is cooperated by international organization—NGO and the Chinese government.This paper is the main research method of case study method, through tracking a PHE project in colleges and universities student team formation and development process, understand and explain in a specific project platform, students participation in the implementation, the motivation, ways and effects of analysis of related factors of the realizing students again on this foundation in system innovation.In this paper, the main content is:First of all, I’m going to describe the formation process of PHE project team of the students, showing that “students were asked to participate in at first”. The guidance and support of administrative departments is the premise to attract more and more students to participate in this, and the concept and institutional innovation leaded by NGO institution provide new space and new ideas for the students’ participation. Certainly, in this process, students have shown great initiative and innovation after they were allowed and inspired.Then,I will describe and analyze the PHE project team of students management mode to declare that the student members of the project have obtained unprecedented resource support and training opportunities in independent management and the ability of independent development.What’s more, the student teams have had a real impact on campus culture and organization through the standard management.Thirdly, I will describe the process of PHE project’s transformation after Ford Foundation’s divestment to point out that the students in PHE project team show a trend of homogenization which is different from traditional official student organizations without NGO direct participation. Then I will analysis the relevant factors that affect students’ participation to point out that if students want to achieve effective participation in university governance all the universities will have to reform themselves.Finally,on the basis of the case study I will point out that students’ participation can not completely rely on voluntary participation,the power of administration and public also play an important and ignored role in promoting students’ participation and institutional innovation.The difficulties we experienced in the process of PHE project’s development also shows that institutional reform is necessary if we want to own effective educational innovation.Otherwise,the achievements of educational practice innovation will be bounded and repressed by incompatible education system.
