This study is based on the following background: fairness in educationis the important foundation of social equity. People has changed their idea about thecompulsory education with the development of it and most concern about the fairopportunity and the balanced teaching resources. Balanced development of urban andrural compulsory education resources is an important guarantee for the realization ofChina’s Educational fairness., Simultaneously, unbalanced development becomes themajor factors restricting the balanced development of education. Balanced educationwithin the region the educational development at this stage in China focus on thebalanced education within the region. this stage of education development in China, onthe basis of which “the elite+weak school model” has begun to take shape and need toupgrade to the theoretical level and at the same time the process of demonstration haspromoted the balanced development of education in the context of the urban-ruralintegration.Focus on the seven Yucai Sam Shing Campus chain-running mode Jinjiang Thisthesis explore the new path of developing the balanced education through analyzing theits chain running model and strive to find out the advantage which can be carriedforward and used for reference through this practical process. At the same time, it try toexplore the long-term developmental mode.This thesis adopt the literature and survey method to analyze the policy of balancededucation in China and abroad though checking out many literature reference, as well asmany modes which being carried out in China in order to realize the regional balancededucation. Comparing and analyzing the characteristics of each modes and the “elite+weak” school mode in Seven Yucai, it tries to figure out the current situation and problems of regional balanced education in China.The urban-rural integration process, we actually encountered resistance, alsosuffered an unbalanced to balanced from balanced to unbalanced spiral course ofdevelopment, which is inevitable and the laws of history. but also the laws of history.Initially, more fair and balanced education is emphasized from the hardware, now morethinking from the point of view of the individual student to achieve the equilibriumvalue of education, respect for differences, respect for the individual is the direction ofthe future should look. From the school level, the balanced development of the basiceducation needed to build diverse, selective educational process, it is the equalizer in theeducation process more fair and educational process can not be confined to educationresults in a balanced and fair and that: our education to help students of differentpersonalities, different levels of access to good development through their own choicesand their own efforts...
