School development planning is a management method formed as aplan text, which is mainly for the school self-development. After diagnosing thepresent situation and the environment, the school looks for the point of the penetrationof the future development, determines the development goals and vision, anddevelops the feasible implementing scheme.Taking a primary school in Chengdu as an example, the author found that theremainly exist the following problems. First, the school confused the development goalsand education concept. Second, it is lack of development in key areas. Third, it isplanned without considering the actual conditions. These problems mainly are up tothe one-way and one-sided plan main body, top-down planning process and planningcontent of the lack of depth.To solve these problems, the author puts forward the following countermeasuresand suggestions. Primary school development planning needs to be formulated incompliance with the program are: investigation and study, the background analysis;Theoretical study and expert guidance; forming a team and planning; Clear division oflabor and the company accountable; Forming the first draft and soliciting opinions;Improvement and popularizing implementation.The frameworks of development planning content are the following. First,according to the concept of school education, analyze the school tradition and thepresent situation; second, clarify the concept of education and the development goalsand clear vision and the school development goals; third, offer all the teacher’s wisdomto find the current development bottleneck for school; Fourth, breakthroughs in keyareas, focus on breakthroughs in key areas of the school, depth thinking school corereform point; fifth, design and program implementation ideas systematically,advocating the combination of bottom-up and top-down bridging mode; sixth, set up the school development safeguard mechanism with the consideration of the actualconditions.School development planning should adhere to the five principles: first, based onthe actual school, scientific design; Second, to follow the law of education, overallconsideration; Third, highlighting the school characteristics, the connotation ofdevelopment; Fourth, the collective wisdom, and full participation; fifth; Detailedaction plan, strong operability.
