Dating back to 1980's in England, School development planning (SDP) was produced. After that, more and more countries began to promote SDP. Our country introduced SDP at that time, nowadays we have already own some certain kind of research results. This paper mainly discussed the theoretical problems in primary and middle school development planning. Based on this, it emphasized on the analysis on three kinds of roles, presidents of school, faculties and parents, and provides corresponding countermeasures. Finally, the paper does exploration on the shortages in sample high school development planning evaluation in Shanghai.The concept of SDP is that every school according to its own time and social specialty, according to its country and regional development strategy, according to its own characteristic, will make a plan in which it wants to achieve in the near future in school aim, organization, human resource, logistics guarantee, campus culture and main research programs so on.In the work of SDP, presidents, faculties and parents play very important role, however, it appears some kind of problems in practice. As for presidents, there are some problems such as the frequent changes of president, power autarchy and unsuitable thinking of SDP. The corresponding measures are the reform of nomination of president, strengthening his legal consciousness and promoting special training in this regard. As for faculties, there are some problems such as the different acknowledge of SDP, weak adaptation in SDP and the young faculties' weak enterprise. The corresponding measures are improving the management of participation of faculties, carrying out the research for faculty adaptation and strengthening the enterprise of faculties. As for parents, there are also some problems such as the weak consciousness of participation, the non-wholesome system for their participations and the limitation of parents' participation. The corresponding measures are encouragement for parent to participate, establishing the system and carrying out some training in the meantime.On the basis of the analysis of basic theory and general problems, the final part of the paper mainly discussed the evaluation work in sample high schools in Shanghai. It does exist some serious problems in SDP work, such as non-wholesome of school self-evaluation, non-wholesome supervising in process and the non-participation of all kinds of agencies. The paper also provides some suggestions concerning this matter.
