Although compulsory education in China has obtained outstanding results since the reform and opening up, there are still many problems to achieve the balanced development of compulsory education in whole China, such as kinds of big Intercollegiate differences among inter-areas, urban and rural areas, schools. Although Y County has get better on this road, it as one of the last goal that checked and accepted by GuangAn in 2017.there is still a large gap or even more difficult to reach the check and acceptance of balanced compulsory education. The most typical of the shortage is compulsory education in rural and township schools.The research methods mainly include documentary, interviews and comparison.There are mainly two questions in the study: firstly, the performances and reasons to unbalanced development of compulsory education in Y County under the aspect of County, secondly, how to promote the development of compulsory education in Y County under the aspect of provincial.The paper including four main parts: the first chapter is introduction, including problem raising, the significance of the topic, domestic and international literature review, core concepts, main research thoughts and methods. The second chapter analyzed problems and specific performance of Y County in 2015 Annual Monitoring Report of Sichuan Province’s Balanced Compulsory Education, and Y County in 2014 Annual Monitoring Report of Sichuan Province’s Balanced Compulsory Education. And interviewing one person who charge in educational administrative departments in Y County, interviewing school principals, teachers and parents. The third chapter is about main causes. The last chapter is the consideration that can promote the balanceddevelopment of compulsory education in Y County under the aspect of provincial.There are still some shortcomings of this study, lacking of funds analysis for compulsory education in the Y County, because author did not collect specific data.Lacking of questionnaire surveys, but replaced by form of interviews, maybe in some way the results exit one-sidedness. And there are still some question in details should be further studied, so the author will further improved until it become better.In addition, to solve the outstanding problems of the present unbalanced development situation in Y County, the most important power in province. So the all levels governments should establish the concept of the balanced development of compulsory education in Y county, and strengthening responsibilities of governments to continue to vigorously promote the standardization of county compulsory education schools; especially increasing efforts to support weak schools and focusing on building faculty, strengthening assessment and supervision of school quality. At the same time,compulsory schools should start from their own from the following aspects, exploring characteristic school-running mode, paying attention to quality education, compulsory schools should co-construction and sharing with each other, furthermore external social forces are important backbones for the balanced education of compulsory schools, such as: corporate donations, alumni sponsor, collaboration with universities that can send college students as volunteer to compulsory school in summer and winter holiday.
