This research methodology of this paper combined qualitative methods, based on literature review, depth interviews and open-ended questionnaires, with quantitative methods which are exploratory and confirmatory factor analysis. Through the definition of conscience, the paper preliminary constructed the conscience model of junior middle school students. The author also formed a formal questionnaire of conscience evaluation for junior middle school students by revising the items of conscience forecasting questionnaire and the theoretical conscience model. Using convenient sampling, the author conducted large sample testing in the junior middle school students community in Hunan province by distributing formal questionnaire, and then validated the revised model and explored the characteristics of conscience development level in junior middle school students in the aspect of demography variables. The main conclusions of this study are as follows:1、The conscience model is preliminary constructed includes six dimensions which are the senses of fairness, kindheartedness, gratitude, tolerance, shamefulness and respect. Analysis proves that the model has good structure and effective dimensions.2、The conscience evaluation for junior middle school students questionnaire compiled a total of21items, including18characteristic items belong to6subscales,2lie detection items (one of them is reverse proposition) and2distracter items. The questionnaire has good reliability and validity, and the internal consistency coefficient is0.779. All kinds of indicators of the confirmatory factor analysis also achieves a good standard of psychometrics.3、On the overall level of junior middle school students’ development of conscience, senses of respect, shamefulness and fairness are the highest, the second place are senses of kindheartedness, gratitude and tolerance.4、The conscience development level of junior middle school students in general has no significant gender difference, but on the development level of the senses of fairness and kindheartedness and shamefulness, girls is higher than boys.5、 The conscience development level of junior middle school students in general has no significant rural-urban difference, but on the level of sense of shamefulness, urban students is higher than rural students; on the level of sense of respect, rural students is higher than urban students.6、 The conscience development level of junior middle school students in general has no significant grade difference, embodied in the first grade students’ level are higher than students of second and third grade. Among them, the development level of sense of fairness, the third year students are the highest while the first grade students are lowest; Sense of tolerance development level also exist significant differences, namely the third grade students’ level of development is superior to first and second grade students.
