Newly-built universities in China started late, develop rapidly and showed a lackof teachers, over of students in some extent, especially teachers team-building andmanagement issues, including seeking the number of teachers but not quality, the lowquality of teaching staff, teachers’ instability and other issues. How to better theconstruction and management of newly built universities’ teaching staff has got aconcern of the education sector and academia area. A number of achievements havebeen made, but there are still many practical problems to be solved.This article firstly summarizes the relevant results of the domestic andinternational construction and administration of newly built universities’ teachers.Secondly, gave the details of human resource management and strategic humanresource management theories and its connotations, and try to put these theories intothe construction and management of the newly-built universities’ teachers. Then, takea newly-built university—He Chi University in Guangxi Zhuang Autonomous Regionas an example to analyze the main problems existing in the construction andmanagement of teaching faculty:First of all, the teachers’ educational structure, age structure and titles structureare irrational. Secondly, the faculty is in a low level of scientific research. Thirdly,the stability of the teaching staff is not strong. And then, the professional ethics of theteaching staff is lagging behind. The last but not the least, for the above problems,this article applies the theories of human resources management and strategic humanresource management for the construction and management of newly-builtuniversities teachers, and presents the long-term plans in teachers’ acquisition ofhuman resources, development, use and maintaining, training of academic leaders,planning discipline construction, constructing a reasonable teacher evaluation systemand establishing the complete relevant mechanisms of coping strategies, to supply thesuggestions for policy makers who take charge of teachers’ construction andmanagement in other newly built universities.
