| Nowadays, the school buses have been a major problem in Chinese society. If this problem cannot be solved effectively, will affect the development of education in our country, the level of education to upgrade, more important is the threat to the safety of the students, resulting in serious negative effects, and directly affects the construction of harmonious society. Therefore, researching and discussing this problem have crucial theory significance and practice significance.This dissertation is a monographic study of Chinese school bus operation system. Principles and methods such as Education, Science of Educational Management, Literature Research, Comparison Method, Survey Method, etc, are adopted in order to contrast present situations of Sino-US school buses, to absorb American experience, and to discuss a layer deeper the way of establishing and standardizing a Chinese school bus operation system. All of these are hoped to be helpful to establish a perfect school bus operation system here in China.This dissertation consists of four parts.Part One is introduction. This part illustrates the basis of the problem as well as the purpose and meaning of this research. It also concludes and reviews the existing research results, and introduces the main content and methods adopted in this research.Part Two is investigation on the current situation of Chinese school buses. Here are some problems:the lag of legislation and lack of effective punishment on violations; too many unlicensed school buses and high safety risks; poor management and unclear responsibilities of each department; poor driving skills; lack of safety awareness, safety education and self-protection consciousness; insufficient government’s subsidies, etc.Part Three is about main features and experience of American school bus operation system. The experience is mainly that the school buses have--a strictly standardized making process, harsh yet comprehensive privileges, strict rules of selecting drivers, a management mode that stipulates individual’s own responsibilities, all kinds of safety education publicity, sufficient capital, perfect distribution systems, etc.Part Four illustrates the enlightenments from American mode to China. As far as I am concerned, based on American experience, we should set out to establish and standardize Chinese school bus operation system as follows:implement Regulations strictly to ensure the safety of buses; increase education expenditure and boost educational development; improve the standard of drivers’ selection; strengthen safety education and safety publicity; create good environment; combine the government, market and public welfare to meet the needs of school buses. |
