Education is the cornerstone of building a harmonious society. Good education and promoting balanced development of education represents the essence of the socialist system and implementing the scientific outlook on development of specific embodiment. In 2005, the Ministry of Education issued "Circular on Further Promoting the Balanced Development of the Compulsory Education", called on all localities to promote the region as the focus, resolving the balanced development of compulsory education in the county for the first thing, and on this basis and strive to be progressive in the wider. Implementation of the new "Compulsory Education Law" on September 1st,2006, which will be included in the balanced development of compulsory education in the legal system, requiring governments at all levels of compulsory schools in the region clearly the basic standards and reasonable allocation of school teachers resources so that promoting balanced development of regional education.In order to develop education, teachers are the key. No qualified teachers, there can be high quality education. Teacher's configuration equilibrium is balance development of compulsory education realized prerequisite and the important guarantee. In recent years, with the establishment of socialist market economic system and the implementation of "law system of teachers", teacher employment and continued implementation of the system of teacher qualification, flowing teacher has become a universal phenomenon. Because of the unbalanced development of regional economy, lack of teachers within the area of policies and corresponding flow management measures, teachers emerged in a more disordered flow and irrational state. Teachers misallocation realize education has become the main obligation balanced development of compulsory education, therefore, obstacles to research and solve the obligation education phase equilibrium configuration, accelerate regional teachers in primary and secondary school in a reasonable and orderly flowing become the key of instantly education reform and development.At first, I will research theoretically balanced development of education in this paper and reveal the connotation and content on balanced development of education, then making evaluation standard for balanced development of education in general in superficial analysis. In order to further understand the influence of teachers in the district within the area on balanced development of education,I select Shapingba district in Chongqing as a case, through the distribution of teachers in the area and flowing teachers of urban and rural school carried out a field survey, combined with the education front balanced development theory, further explaining the theory of the large number of teachers'unreasonable flowing and triggered many problems. Investigate its reason mainly because the fundamental change of industrial structure and the reform of the system of national education; regional economic unbalanced development; school of policy and management formulated imperfect and individual teacher's development and values reflect, etc. In view of the present for the flowing teachers and sparking of these problems, this article attempts from the Angle of flowing teachers, with the balanced development of education theory, this paper put forward to some countermeasures and suggestions about the rational flow of the teacher education system, strengthening regional security policy of balanced development of education; increasing rural education financial investment; strengthening the schools to teacher's"humanism"management and improving the teachers'professional accomplishment, only in this way can be better to promote the rational and orderly flow of teachers within the region and further to achieve the balanced development of education.
