Having achieved the goal of “everyone can have a chance to receive education”,“being able to receive good education”is becoming a new demand for compulsory education to the public.People always expect their children to accept the best education,which causes the problems,such as “craze for selecting top schools”,thus posing new challenge on the balanced development of compulsory education.Based on the reality and the future tendency of the development of compulsory education,realizing intra-regional teachers exchange is a necessary choice to promote the balanced development of compulsory education.In this context,based on the investigation of regional cases,it is of great significance to explore the problems of intra-regional teacher exchanges and rotation,to put forward pertinent measures and suggestions for promoting the teachers to make exchange and job rotation in a reasonable and orderly way,for making full use of the teacher resources,achieving the high quality and balanced intra-regional education development.This paper is divided into six parts:The first part mainly elaborated the background about area teachers exchange rotational problems,research progress at home and abroad and the research significance and methodologies.Starting from the theoretical level,and on the basis of clarifying the concept of teachers exchange.The second part explores the theoretical basis of its implementation,and analyzes the favorable conditions of teacher exchange in time,location and interpersonal relationship.The third part embarks from the practical level,based on the investigation of the target group of teachers who make exchanges in N district,its effects for education balanced development,dynamicdevelopment of the school and teachers' individual development are summarized.On the basis of the investigation results in N district and given the related study at home and abroad for reference.The fourth,fifth and sixth part proposed questions,reason analysis and suggestions from the perspective of policy text design,the management of participant school and involved individuals.Teacher exchange should be based on the local actual situation,formulate measures specific to targeted region,and practically put teacher exchange system into effect,so as to realize the high quality and balanced development of intra-regional compulsory education.
