Education is the foundation.Education is the cornerstone of national development,which is related to national prosperity,people's well-being and national future.Education equity is the basis of social justice,is the people most concerned about,the most direct and most realistic interests of the problem.However,due to regional differences in economic development,political development,social history and other areas,compulsory education in the region,urban and rural areas,the development of schools is very uneven,large gap between the quality of education.Education plan,teacher-centered.Teachers are the first educational resources,the quality of teachers is to determine the quality of a school running the school and the quality of the key.To realize the balanced development of compulsory education,it is necessary to solve the irrational and imbalanced allocation of teachers in urban and rural areas.To this end,the state launched a compulsory education urban and rural teachers exchange mechanism.This study uses the theory of policy science to systematically analyze the compulsory education in urban and rural teachers exchange policy.Through reviewing and combing the exchange policy of urban and rural teachers,this paper analyzes the evolution of this policy and explores the practice.Taking Lanzhou City as an example,through the questionnaires and case interviews of teachers,principals and students,we try to reflect the present situation of teachers' communication.The problems existing in the exchange policy of urban and rural teachers in compulsory education are analyzed and summarized according to the questionnaire: the defects of policy making,the obstruction of policy implementation,the absence of policy monitoring and so on.Finally,based on the actual situation of Lanzhou education,this paper summarizes and draws lessons from the valuable experiences of the teachers in the exchange of urban and rural areas,and puts forward some suggestions on how to optimize the exchange policies of urban and rural teachers: First,the scientific development of communication policy.It is necessary to strengthen the top-level design of teachers 'communication policy,clarify the teachers' exchange policies and improve the democratic feasibility of teacher exchange policy,and promote the legalization of teacher exchange policy.Second,improve the implementation of policies.To strengthen policy advocacy,improve policy recognition;build conflict resolution mechanism,balance the interests of both parties;rigid and soft simultaneously,the implementation of humanistic care for teachers;formation of "regional education community." Third,normative policy evaluation,establish and improve effective performance appraisal and incentive mechanism,policy supervision and corrective mechanism.Fourth,improve the security policy,the establishment of special funds for teachers to exchange,promote the reform of teachers' personnel management system.
