Colleges Public Health Emergency Management

Public health emergencies in colleges and universities have diversified increasingly and frequently in recent years, it not only has harmful effects on physical and mental health of the teachers and the students, but also destroys the normal campus order, and brings a lot of unstable factors to the family and the society. Therefore, it is particularly important to establish and perfect a set of emergency management system about the public health events, because it is the need of protecting the teachers and the students of their physical mental health, and of protecting the campus harmony and stability. Meanwhile, it is also the need of protecting the harmony of family and society. This article is divided into five chapters to discuss.In part one, the article introduces research significance of public health emergencies in colleges and universities in the background that all kinds of public health emergencies occur frequently in colleges and universities, namely, to establish and improve the mechanism of public health emergencies management. The mechanism not only provide theoretical guidance for improving the level of emergency management and maintaining harmonious and stable campus of colleges and universities, but also have vital significance to cultivate the university faculty, staff and students health awareness and improve their ability to resolve public health security incidents. At the same time, the literature at home and abroad are referred to, advanced management experience from Western countries such as America are learned and the point of views related to management of public health emergencies in colleges and universities from related domestic scholars are organized. This article adopts the research methods of literature review, comprehensive analysis and case studies. At last, it put forward the innovation and deficiency in this article.In part two, the concept, characteristic, type and reason of public health emergencies in colleges and universities are introduced. With the development of the society and the expansion of colleges and universities, the public health emergencies in colleges and universities are becoming more and more frequent, more and more species, which brings serious negative effects to the school and society. The reasons of public health emergencies in colleges and universities are analyzed from the aspects of society, colleges and universities as well as personal in this part.In part three, the management status and existing issues of current public health emergencies in colleges and universities are analyzed by the case of common or larger social influences in colleges and universities in recent years. The issues mainly include the grim situation of prevention and control for public health emergencies, the concept of emergency management is not strong, the mechanism of emergency management is not complete, long-term safeguard mechanism of emergency work funds is not perfect, emergency management behavior is ineffective, the information management of emergency work is urgently enhanced, the responsibility of emergency management is lax and emergent public health event simulation exercises is lack of exercise, etc.The fourth part is the focus of this article, it mainly puts forward to establish and perfect the persistent effective management mechanism in colleges and universities, including prevention and early warning emergency in advance, emergency disposal in the event and restoration and reconstruction strategy after the event. To make it come true, it is essential for government departments, different sectors of the society, colleges and universities as well as all the members of the faculty to make joint efforts. Only by establishing and perfecting persistent effective management mechanism can colleges and universities prevent, control and deal with all kinds of public health emergencies effectively.The fifth part is the conclusion of this paper.With the deepening of reform and development of society, all kinds of public health emergencies happen occasionally and show a growing trend in colleges and universities which are densely populated and student activity concentrated, it will bring serious harm to the teachers and students, the campus, the family and the society. Therefore, it is necessary for colleges and universities to put the emergency management of the public health events in a strategic height and establish the emergency management strategy of the public health events from the three stages which include management before the event, during the event and after the event. On this basis, it should take position that focus on prevention, carry out the ideological and political education and health education actively and control the events in the bud, in order to insure the teachers and students work or study in a harmonious campus. At the same time, It carry out the actively in-depth theoretical and practical exploration about public health emergencies in colleges and universities in this paper which provides scientific theoretical basis and practical guidance for the total system management of public health emergencies in colleges and universities.
