Research On Emergency Management Mechanism Of Public Health Emergency In Colleges And Universities

Public health emergencies in China have shown as high frequencies, wide influences, deep damage and such features in recent years. Both "melamine powder" and "gutter oil" incidents have seriously endangered the right to life and health of the majority citizens. Outbreak of food poisoning and spreading epidemic situation occurred in the colleges and universities are often found in newspapers when colleges and universities represent important parts of the socioeconomic development. Emergent public health incidents have also frequently occurred in the comprehensively independent Y University. Prevention and disposal of emergent public health incidents had caused the national and social highly concerns, and mounting regulations, developing contingency plans have became the urgent need for in-depth study of an important subject in colleges and universities. Facts have proven that emphasis on the public health emergency has directly related to social harmony and the implementation of "human-centered" national policy. A variety of useful discussion on all types of public health incidents have been carried out by the academicals and practical experts, as a turning point of the outbreaks of "atypical pneumonia" occurred in the spring of2003, achieved a good theoretical and applied significance. However, for the lack of empirical studies on a specific organization, it is necessary to continue the theoretical and practical exploration in the value of public health emergency management. Therefore, this article is on the topic of "Study of public health emergency management system in colleges and universities---A case study of Y University." New public management theories are used in this study. A specific study has been carried out in Y University according to the practice in public health and emergency management operations.The literature review on public health emergency management has been done at the beginning of this article. Y University is as the subject of this study. The history of the public health emergency management system in this university, current situation, and analysis of the mechanism of organization structure, feedback, content such as running programs, support systems, features are introduced in this article. Problems in the school emergency management mechanism for public health emergencies are analyzed and indicated by reviewing the case of "Swine Flu" took place in the University years ago. Meanwhile, the situation, inspiration and experience reference on public emergency management system of the domestic andforeign universities has been analyzed. Countermeasures of strengthening public health emergency management in Y University are advanced and the inspiration in the areas of emergency management mechanism to other colleges and universities are also indicated in this study. It is expected that this study can be used for Y University and other colleges to continuously improve the capacity to manage the emergency public health incidents.
