The international development of higher vocational education has been atendency in the background of economic globalization. Liaoning province began toexplore the way of cooperation education and5higher vocational colleges wereapproved as the examples in2010.It acquired some achievements, however theproblems still should be thought by us in the course of cooperation. So it isimperative to study the present situation of Sino-foreign cooperative education inhigher vocational colleges in Liaoning province.Three methods of literature search, questionnaire survey and interview are usedto research the present situation of Sino-foreign cooperative education in highervocational colleges in Liaoning province in this paper, and the author analyzes theexisting predicaments and the reasons caused by the predicaments. On the basic ofthe above, some suggestions are put forward in order to prompt the favorabledevelopment of Sino-foreign cooperative education in higher vocational colleges inLiaoning province. This paper is divided into three parts.The first part is the summary of the Sino-foreign cooperative education inhigher vocational colleges in China. It elaborates the backgrounds, core definitions,research significances, principles, as well as the cooperation models in our country.The second part mainly elaborates and analyzes the present situation,predicaments and reasons on the Sino-foreign cooperative education in highervocational colleges in Liaoning province. Firstly, the author elaborates the presentsituation of major arrangement, recruiting students, cost, teachers, organizationcontrol, curriculum arrangement, teaching condition and so on. And then the writerfinds some main predicament son the Sino-foreign cooperative education in highervocational colleges in Liaoning province. The difficulty of recruiting students, theshortage of superior students, the absent of perfect supervision-administrationsystem, the majors simplification, irrational structures, the shortage of furtherconfluent curriculum system, the low quality of the whole faculty. At the same time,the writer selectively analyzes the main reasons, including the followings below. The first is schools descend scores to enroll students, due to the schools pay attention tothe quantity and neglect the quality of the students. The second is the students areshort of learning initiative, the simplification of cooperative nations, and thedifficulty of English teaching. The third is exemplary schools are in a passiveposition, they are short of initiative on running schools. The forth is the shortage ofouter supervision-assessment system. The fifth is teaching materials are onlyintroduce by other nations, and there are no teaching materials are developed by ournation. The sixth is teachers are short of the ability of bilingual teaching. The seventhis the simplification of cooperation models, and the vocational skills are absent. Theeighth is the absent of communication platform. The last is the low cooperation ofprofitable majors and superior majors.Some suggestions are gave in the third part on Sino-foreign cooperativeeducation in higher vocational colleges in Liaoning province from the aspects oflaws and regulations, majors arrangement, the construction of platform oncommunication and administration, the construction of quality estimate system andpunishment system, the innovation of cooperation model, the construction ofteachers and so on, for the sake of prompt the favorable development of Sino-foreigncooperative education in higher vocational colleges in Liaoning province.
