Sino-foreign cooperative education at colleges and universities is blossoming in Heilongjiang Province as economic globalization boosts the internationalization of higher education. It is therefore essential to meet challenges, grasp opportunities, and gain an insight into Sino-foreign cooperative education. Entitled Teaching Management and Strategy for Sino-Foreign Institutions of Higher Education in Heilongjiang Province, this paper is designed to expound basic theories, meaning and current situations of cooperative higher education in Heilongjiang, put forward strategies for problems in teaching management, provide theoretical and practical directions and support for Sino-foreign cooperative higher education both in Heilongjiang Province and nationwide.With system science and the scientific outlook on development, this paper carries out a positive study on Sino-foreign cooperative higher education in Heilongjiang Province by way of documentation research, survey research, and comparative research. Meanwhile, importance is also attached to joint education's fundamental theories, nature, features, and especially its push to the development of higher education in Heilongjiang Province.Aiming at problems in cooperative education teaching management, this paper presents such solutions as introducing high quality foreign educational resources, improving teaching programs, standardizing disciplinary construction, carrying out scientific teaching modes and method modification, strengthening teachers'training, building a faculty of high level, intensifying teaching evaluation and scrutiny, and increasing government investment.
