X Rural Compulsory Education Reform Of Weak Schools Project Study On Purchasing Management

To implement the "national long-term education reform and development plan (2010-2020year)" spirit, promote the balanced development of compulsory education, improve the quality of rural education, the Ministry of finance, the Ministry of education has decided23provinces in the country to promote and implement the compulsory education in rural weak school reform plan, from the year2010,to concentrate on solving the problems that are "the shortage of teaching equipment, the school is too crowded, and rural schools are too weak". More than3years, the contrary has invested618billion yuan, of which equipment funds are about219billion yuan, and school reform funds are about399billion yuan.The transformation plan of rural compulsory education schools (the TPRCES project) is a large equipment procurement, the Finance Department of Jiangxi Province in Jiangxi province education and the school building renovation project, for a period of five years. Study of this paper is limited to TPRCES project teaching equipment procurement. At present, the purchasing of teaching equipment for research in this area is still relatively small, there is no reference to project procurement process. Therefore, in case of TPRCES as the background of procurement management of teaching equipment control method and the implementation is very important.The concrete practice process in the project procurement, still encounter many difficulties and problems. This paper is based on the purchasing management of teaching equipment of TPRCES project in Jiangxi Province, from domestic and foreign advanced theoretical analysis and discusses the status quo of2010-2013years, the entire Jiangxi province TPRCES project procurement characteristics, experience and problems, a detailed analysis based on the statistical data from the TPRCES project design, process control and procurement mode, find the key point and put forward the suggestions for improvement.The author hopes to purchase the successful experience of Jiangxi TPRCES project, set up a set of effective information project mode and method, providing some experience for reference and ideas to solve the problem for similar large government procurement management to promote management theory with practice.
