"To do a good job one must first sharpen one’s tools." Teaching facilities and equipment are essential to support education.The National Education Supervision Report 2005 points out that the allocation level of school teaching facilities and equipment directly affects the improvement of teaching quality and the cultivation of students’ basic skills.Comrade Deng Xiaoping once put forward that "the necessary teaching facilities and equipment should not be reduced,the use of funds should not be too tight,and the quality of teaching should not be affected by saving funds".In recent years,with the attention of the state to rural education and the increase of education funds,the allocation of teaching facilities and equipment in rural primary and secondary schools has basically reached the standard,and the development of teaching facilities and equipment has entered a new historical stage.In order to achieve better development of teaching facilities and equipment and improve the teaching quality of rural primary and secondary schools,it is necessary to make full and effective use of teaching facilities and equipment.If teaching facilities and equipment are idle,it will cause serious waste of educational resources.Based on this,this study takes the teaching facilities and equipment of rural primary and secondary schools as the research object,through the current rural primary and secondary school teaching facilities.The investigation of the use of spare equipment finds out the problems existing in the use of teaching facilities and equipment,explores the causes of the problems,and seeks countermeasures to improve the effective use of teaching facilities and equipment in rural primary and secondary schools,so that teaching facilities and equipment can truly make full use of everything.Firstly,this paper introduces the research background,and puts forward the general environment facing the development of teaching facilities and equipment in rural primary and secondary schools.Then,on the basis of summarizing the achievements of the research at home and abroad,the author understands the research status of teaching facilities and equipment,and elaborates the significance of studying teaching facilities and equipment in rural primary and secondary schools.This paper defines the core concepts of primary and secondary schools,rural primary and secondary schools,effective use and so on,and explains the theory of Balanced Scorecard and its application in teaching facilities and equipment of rural primary and secondary schools.Then,using the method of investigation,this paper investigates and analyses the effective use of teaching facilities and equipment in rural primary and secondary schools from four perspectives: user perspective,internal management process perspective,learning and development perspective and financial perspective,and uses the theory of Balanced Scorecard to analyze the causes of the problems.The main reasons are user satisfaction driving factors.Uncertainty,lack of value chain of internal management process,lack of measurement indicators at the level of learning and development,and unreasonable strategic planning at the financial level.Finally,in view of the above problems and reasons,this paper puts forward the strategies for the effective use of teaching facilities and equipment: first,strengthen the strategic coordination between users and managers of teaching facilities and equipment;second,improve the strategic feedback system of teaching facilities and equipment;third,establish the strategic learning process of teaching facilities and equipment team;fourth,use narrative instead of learning and development indicators;fifth,use teaching facilities and equipment.Development strategies are linked to financial objectives.
