The suggestions in this paper is the implementation of Provincial Compulsory Education Financial Equilibrium Strategy, create favorable conditions for the implementation of the compulsory education finance at the provincial level, fiscal responsibility for compulsory education to further optimize the province following at all levels of government, financial ability to constantly enrich the province at all levels of government,the establishment of provincial fiscal equalization in long-term mechanism.
