“National medium and long-term educational reform and development program(2010-2020)” put forward clearly to perfecting the modern University system withChinese characteristics, improving the structure of University.”“CCP decision ondeepening the reform of some major issues”,adopted at the third plenary session of theCPC Central Committee of Party18, made clear to "deepen comprehensive reforms in thearea of education”. Higher education is mainly focused on the separation of managementand evaluation, reform of the management system, expansion of provincial power toteducation management and school autonomy, improving the internal governance structure.Visible, with the change of higher education management and the further release ofschool vitality, in the future, the most important relationship faced by university is nolonger the contradictional relationship to Government, but to the cooperation relationshipwith society; University will carry out power decentralization, perfect internal governancestructure, inspire internal organization vitality, and promote characteristicallydevelopment.School is the main power to achieve the development goal as soon as universityobjectives are established, so the healthy development of school is the fundamentalguarantee for the quality of university. Governance centre will shift from Universitymanagement system to operation mode of the school, which reflects the inevitable changefrom "modern University system" to "modern school system". The popularization of highereducation promotes the reform of University School-system. University had formedthird-level institution system, expanded administrative autonomy, and improvedmanagement efficiency. But there being a lot of problems such as the power configurationis not balanced enough, the relationship of powers and responsibilities is not clear, powerclashes often happen, school autonomy is lack, endogenous construction is weak, and so on.These institutional barriers grip school development and affect education quality of theUniversity. Therefore, the first important question with decentralization is to optimize the internal governance structure, especially the school governance structure, in order toimprove their school functions. From organizational structure, the school is an affiliationwith the University, but from the organization properties, school has its own powerstructure and operation mechanism. It can be said that school governance had unifiedcharacters of both macro and micro, the parts and the whole. So, school governance is thefinal destination of university governance, the core carrier of internal governance of theUniversity.School is an academic community guided by the political power and protected byadministrative power, with economic power as a lever and symbolic power as the essence.This study attempts to learn from foreign universities governance mode and Chineseuniversity school reform, to build "category-driven, collaborative governance and overallimprovement" school governance model and explore the construction of modern schoolsystem by qualitative research methods. This study will break down hierarchy replicationof the university administrative system in schools, and try to demonstrate academic powerand return to academic standard. It will build pluralistic governance structure as the core ofstakeholder power interaction with teachers and students, and establish collaborativegovernance mechanisms based on the college academic characteristics and fundamentalfunctions. In this study, powers the central concepts, the core power relation is therelationship between administrative power and academic power.This paper combs the theoretical foundation of university governance and extracts thebasic elements and values of school governance from multidisciplinary perspective. It alsoanalysis different types of school governance structures and mechanisms from both staticand dynamic aspects through analysis tools of field theory. At last it put forward theconception of school governance pattern by learning from foreign advanced concepts andcombining with the current problems of internal management in Chinese universities. Thisthesis structure is divided into five parts: the first chapter is an introduction whichdescribed the background, significance and methods of the research, and also defined theconcepts. Chapter II is the part of basic theory, which is the main ideas and basic spirit ofgovernance theory. This part extracted the essential elements and values of schoolgovernance from the analysis of governance theory and field theory, which provided cleardirection and path for school governance research. Chapter III is the section of realisticinterpretation, which decomposed main interaction mechanism and realistic predicament of three kind of school governance with the clue of power allocation and operationmechanism by the methods of positiousing field observation, questionnaires and in-depthinterviews. Chapter IV is a comparative study, which comb and summarized the experienceof internal governance structure and school system in five country’university such asUnited Kingdom, the United States, France, Germany, and Japan. At the same time, thispaper researched and analyzed the experiences and difficulties of2011Year’s pilot schoolof the Ministry of education, in order to provide experience and demonstration for thecurrent school governance reform. Chapter V is the part of reform conception, whichdivided schools into three types under the model of ""mission-structure-function "and putforward to the conception of classification reform, collaborative governance and integratedgovernance of three types of schools.Finally, it rearranged and rethought full text in theepilogue, pointing out shortcomings of the paper and the next stage of research.
