General Secretary Xi Jinping put forward the concept of "Chinese dream" that everyone should have the opportunity to live their lives to the fullest and to realize their dreams. Since occupational dream is a part of China dream, the government should provide the opportunity for individuals to realize their occupational dreams; to make sure those individuals can enjoy an opportunity to develop and succeed in their career in spite of their backgrounds.College graduates are the most vibrant, dynamic group. However, family background impedes the college graduates in realizing their "occupational dream" which constitutes an unfair factor in the occupational field. Then the question is how much the family background influences college graduates in their career development? Which one is more important for career development-personal efforts or family background? This is a topic for inspection. At present, the academic field pays more attention to the influence of family background on educational opportunities but little attention to the relationship between family background and career development. The current literature about employment of college graduates is mainly concentrated in college graduates that will enter labor market, and little attention to college graduates that have entered the labor market.Based on such research results, this paper conducts empirical study on the relationship between family background and occupational development. It uses SPSS statistical method to analyze the impact of father’s educational level, income, occupation, the nature of fathers’working units on the career development of college graduates. The survey shows that family background has a significant effect on the occupational development. In the fourth part, on the basis of the empirical analysis, a further analysis is made on the cultural and institutional effects caused by the relationship between the family background and the occupational development of college graduates; the crisis which arises from those strong effects. In the final section, this paper tries to discuss how the government eliminates institutional obstacles through public policy to guarantee fairness in the occupational development of college graduates.
