Now is an era of rapid growth of information technology, which makes informatization hasbecome an inevitable requirement of social development, and the widespread use ofinformation technology in the field of education makes education informatization has becomean inevitable result of education adapted to the information society. In order to meet the needsof the information society to cultivate innovative talents, education informatization requireseducation must be reformed. The primary task of this educational reform is to improve theability accomplishment of teachers, so that every teacher has educational technology literacy toadapt to the times.To make all university teachers have a big enhance in the educational technology literacy,a variety of educational technology training activities, including intensive training,school-based training and hierarchical training are engaged across the country. Although thesetraining methods have promoted the process of university education informatization to someextent, but they also exist many problems, for example, when they are in the face of the troublescan’t be resolved in the short term such as short training time, heavy tasks and uneven basiclevel, these training methods become somewhat "powerless." Based on using the documentaryanalysis to analyze the current situation of university teachers educational technology training,this paper has designed and developed an online training platform, in order to provide thesupport of learning resources and learning environment for university teachers educationaltechnology training. This paper can broaden the scope of studying university teacherseducational technology training, and provide the basis and reference for subsequent researches.Firstly, based on the analysis of various domestic and international online learningplatforms, and getting some reference, this study has designed the five main modules and basiccontent structure of the online university teachers educational technology training platform,which is on the basic of the constructivist learning theory, the adult learning theory and thehumanistic learning theory, and is on the guide of "university teachers educational technology training guide". And based on the principle of convenience and speed, using Dreamweaver andJSP, this paper has developed the five modules and elaborated the basic functions andprocedures design ideas of each module. Then it has discussed the effective operation of theplatform, including management and maintenance of the platform, as well as strategies to makefull use of the platform and so on. Finally, putting a good platform into use, and using thequestionnaire to analyzing the application results of the platform, it has proposed somedeficiencies of online training, on the basic of detailed analysis on different roles the platformplayed against the five dimensions of the university teachers educational technology capability.Due to limited time and energy, and the researcher is lack of experience in designing anddeveloping website, so there are still many shortcomings throughout the entire study. In future,the author will continue to improve the paper and website contrary to these deficiencies.
